Councilmember Tercero called the meeting to order at 6:00 p.m.

1. Approval of June 4, 2025 Minutes
Councilmember Hudson moved to approve the
June 4, 2025 minutes. Motion seconded by
Councilmember Carias. Motion carried 6-0.
2. Fire and Fire
a. July 4th Preparation and Responses: A fireworks ban began this year
in the City. Chief Harris and Chief Christman reviewed the steps
taken to prepare for the Fourth of July, including public messaging,
signage (permanent), and flyers, and additional staffing. Fire related
incidents and response were also reviewed; there were fewer fire
(four) incidents and no medical incidents.
Chief Police Christman reviewed Police calls for service. No tickets
were issued due to in part, the requirement to witness fireworks in
hand.

a. Municipal Code Amendments:
E-bikes and Scooters - Mr. Rogerson reviewed the current
State of Washington e-bike regulations. There are three
classifications that regulate where they may be operated and
parked. Local jurisdictions may adopt their own regulations.
The city’s current regulations under Chapters 10 and 12 of
the Municipal Code were reviewed. Chief Christman discussed
e-bike collisions that occurred in the city from January 2024
through July 2025 including one fatality.
Ms. Berner reviewed E-bike regulations in State Parks, Skagit
County and the Cities of Sedro-Woolley, LaConner, Anacortes,
Burlington, and Bellingham. Proposed regulations in city
parks were presented. Staff will bring regulations forward for
Council approval; staff recommends adopting regulations for
Police and Parks simultaneously. Council may elect to hold a
public hearing to allow testimony.
City Council Procedures - Council, Mayor, and staff reviewed
and discussed proposed updates to Chapter 2.12 Of the
Municipal Code.
5. Agenda Requests
Report from Lincoln Theatre outlining their plans for the
theatre’s centennial.
Acknowledge Mount Vernon High School staff member Ramon
Rivera.
Miscellaneous
Police Lieutenant Salary and Benefits: Ms. Keator reviewed a proposed
ordinance providing for retroactive salary and benefit adjustments for the
non-represented Administrative Police Lieutenant position to match the
represented Lieutenant positions. The non-represented position is not
allowed to be a member of the union group.
