Approval of July 9, 2025, committee minutes Councilmember Tercero moved to approve the July 9, 2025, minutes. Motion seconded by Councilmember Carias. Motion passed 7-0. Library 2. Library Updates a. Kitchen/Conference Room Update: Kitchen will be complete in November with first use in December 2025 or January 2026. b. Program Highlights: Recent hands-on events included Birds of Prey, Skagit Symphony, Pinatas in the Park, and Kumo Shibori Workshop. Gamefest will take place on Saturday. c. Donor wall panels are in production and installation will occur in two to four weeks. Next focus is kitchen support. d. Security Update – Briefly discussed improvements to library and parking garage safety. Public Works 3. Transportation Project Updates: Mr. Reinart provide updates of the following projects: Public Works and Library Committee August 13, 2025 Page 2 of 3 a. LaVenture Road Widening b. Division Street/SR536 Bridge Painting c. 2025 Pavement Preservation d. 2025 Street Overlay e. Kulshan Trail Safety Lighting Phases 2 & 4 f. 30th Street Improvements g. Riverside Drive Improvements 1 & 2 h. Carpenter Creek/Hickox Road Fish Passage Improvement Project i. Combined Sewer Separation Study j. Transportation Improvement Program (TIP) Amendment 4. Surface Water Utility a. Park Street Pump Station Final Design: 30% design is complete. HDR Engineering, Inc. has been selected to complete the final design; the agreement will be presented for approval at tonight’s council meeting. b. Associated Earth Sciences, Inc. (AESI) Amendment No. 2: The geotechnical report for Skagit Highlands Slope monitoring continues to indicate that the slope movement does not present an imminent threat to the pond or stability of the slope. The report recommends continued monitoring and conducting a slope stability analysis to identify potential mitigation measures to eliminate or reduce movement. To collect the information needed, five borings will be drilled to look at the various soil layers and two 40-foot-deep ground water monitoring wells will be installed. Approval of Amendment No. 2 with Associated Earth Sciences, Inc. for this work will be presented at tonight’s council meeting c. Storm Facility Maintenance: The 2025 Stormwater maintenance program is progressing well with the Street Department maintaining 119 detention ponds and 810 catch basins cleaned. d. 2025-27 Stormwater Capacity Grant: The Washington State Department of Ecology is offering $120,000 capacity grants to local jurisdictions. The grant will reimburse for National Pollutant Discharge Elimination System expenses incurred from July 1, 2025 to March 31, 2027. e. Washington Conservation Corp 2025-2026 Contract: The Washington Conservation Corp provides vegetation maintenance in drainage facilities. The corps has six additional weeks available for the upcoming season, October 1 – September 30, 2025. An agreement amendment to allow the additional work will be presented for approval at tonight’s council meeting. 5. Agenda Requests  Swinomish tribe Skagit Climate Science Consortium presentation Public Works and Library Committee August 13, 2025 Page 3 of 3 6. Miscellaneous  It was reported there was recent spraying or pressure washing activity taking place on the westside bridge. Staff will check into the activity and whether WSDOT obtained a ROW permit for the work.  Mr. Rogerson spoke about an upcoming franchise agreement with Puget Sound Energy. The first reading of the ordinance is on tonight’s council agenda; the final reading and request for approval will be on August 27th.
