Development Services Committee Minutes August 20, 2025 Police Court Campus, 1805 Continental Place Councilmember Beaton called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carías, Hudson, Molenaar, Tercero and Vander Stoep Staff: Special Projects Manager Sexton, Development Services Director Pratschner, City Clerk Jensen, Capital Projects Manager Reinart Citizens: 7 1. Approval of July 16, 2025 committee minutes Councilmember Tercero moved to approve the July 16, 2025, committee minutes. Motion seconded by Councilmember Carías. Motion carried 7-0. 2. Project Updates/Monthly Metrics Report: Ms. Pratschner, provided staffing and revenue updates as well as updates of the following projects: Judd & Black Warehouse, Unity Care Northwest, and Waugh Road Townhomes. 3. Community Action of Skagit County (CASC) Connecting Housing to Infrastructure Program (CHIP) Application Request: CASC has asked the City to sponsor their CHIP application to the Department of Commerce for their Kulshan View Project. The City would need to initiate the application and add CASC as a collaborators. If awarded the State would pay impact fees for the project. 4. Comprehensive Plan Update: Ms. Pratschner provided an update of the recent Planning Commission and Citizen Advisory Committee. The committee wants to focus on in-fill development and filling the missing middle. Development Services Committee August 20, 2025 Page 2 of 2 Mr. Reinart discussed the impacts and analysis of the sewer system infrastructure. 5. Traffic Impact Fees: Ms. Pratschner reviewed the city’s current impact fees and compared them to fees imposed by other cities. The developer paid traffic impact fees are used for transportation improvements, such as streets, sidewalks, and bicycles lanes required as a result of new development. The method of calculating impact fees were discussed. Current single-family residential versus multi-family residential fees were reviewed. Mr. Reinart reviewed how the impact fees are allowed to be used and their ties to public works’ comprehensive plan’s transportation element and the capital facilities plan. Council and staff discussed calculation, comparisons, and variances to the fees. 6. Agenda Requests  Door to door sales  General zoning discussion  Kratom and its impacts, regulations  Battery Energy Storage Systems (BESS) update 7.
