Finance & Parks and Recreation Committee Minutes August 27, 2025 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carías, Hudson, Molenaar, Tercero, and Vander Stoep Staff: Finance Director Volesky, Parks and Enrichment Services Director Berner, Special Projects Manager Sexton, IT Director Thomas, City Clerk Jensen, Library Director Huffman, Fire Chief Harris, Recreation Coordinator Ahlegian-Pressly, Recreation Lead Davenport Citizens: 6 1. Approval of July 23, 2025, Finance & Parks and Recreation Committee Minutes. Councilmember Beaton moved to approve the July 23, 2025, Finance & Parks and Recreation Committee minutes. Motion seconded by Councilmember Tercero. Motion carried 7-0. 2. Administration a. HB2015 Sales Tax Discussion: Mr. Sexton discussed with Council, the possibility of the City applying for a 0.1% sales tax increase permitted under State to help fund Criminal Justice activities. 3. Finance b. Fiscal Policy Annual Review: As part of the 2026 Budget process Mr. Volesky reviewed the City’s Fiscal Policy. 4. Parks and Enrichment Services a. Review of Summer Programs: Ms. Berner played a video about Supervised Playground. Ms. Ahlegian-Pressly and Mr. Davenport reviewed the program and relayed experiences and comments from children and parents, as well as the benefits to the community. Mr. Davenport was presented with a Staff Recognition award. Ms. Finance & Parks and Recreation August 27, 2025 Page 2 of 2 Ahlegian-Pressly reviewed the Outdoor Nature Camp program. b. Upcoming Fall Programs: This was postponed until September 17th. c. Parks Projects: This was postponed until September 17th. 5. IT a. Cyber Security: Ms. Thomas presented an overview of cyber security measures being used to protect city information. 6. Agenda Requests  none 7.
