Public Safety Committee Minutes September 3, 2025 Police Court Campus, 1805 Continental Place Councilmember Tercero called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carías, Hudson, Molenaar, Tercero, Vander Stoep Staff: Fire Chief Harris, Police Chief Christman, Lieutenant Green Special Projects Manager Sexton, City Attorney Rogerson, City Clerk Jensen Citizens: 3 1. Approval of August 6, 2025 Minutes Councilmember Hudson moved to approve the August 6, 2025 minutes. Motion seconded by Councilmember Carías. Motion carried 7-0. 2. Police a. K-9 Unit: Mr. Green provided an overview of a K-9 Unit Program, including the roles of the dog and trainer, the history of MVPD’s K-9 program, statistics, and its benefits of the program. He reviewed training and budgetary requirements. The department proposes using opioid settlement funds to re-establish K-9 Unit. 3. Legal a. Pet Chipping Ordinance: Mr. Rogerson reviewed the proposed update to Chapters 6.04 and 6.08 of the municipal code to update the animal licensing requirements. Staff proposes removing licensing requirements and replacing them with microchipping requirements. Other updates include defining potentially dangerous and dangerous dogs and the requirements to keep the dog, updating language to comply with changes to laws, and removing or changing outdated language. Among topics of discussion were the Public Safety Committee September 3, 2025 Page 2 of 2 cost of chipping, vaccine requirements, determining dangerous dogs, enforcement, and the number of cats and dogs allowed per household. An ordinance updating Chapters 6.04 and 6.08 will be presented for adoption at an upcoming City Council meeting. 4. Administration a. HB1590 Funding: Mr. Sexton presented a worksheet with agency funding requests. Council engaged in a lengthy discussion about each request and how to allocate the funds. Discussions will continue at the September 10, 2025, Public Works and Library Committee meeting 5. Agenda Requests  none 6.
