City of Mount Vernon Planning Commission Meeting Minutes from February 20, 2018 Chairperson Shelley Acero called the meeting to order at 6:00 p.m. Present were Planning Commission members Bekki Cox, Adair Orr, Chris Bollinger, James Stewart, Christian Carlson. Al Lyon was absent. Staff present: Director Development Services Director Chris Phillips and Senior Planner Rebecca Lowell Mayor Jill Boudreau swore in two new planning commission members Bekki Cox and James Stewart. Minutes The minutes were approved as submitted. Mrs. Rebecca Lowell handed out two documents regarding the South Kincaid Subarea Plan pertaining to existing conditions and Phase I outreach, the fire station and the civic campus charrette. Briefing on south Kincaid’s Sub-Area Work to-date Mrs. Rebecca Lowell briefed the Commissioners on the stats of the South Kincaid Sub-Area plan. She explained that over the next couple of months, public outreach meetings will be held, along with public hearings with City Council and Planning Commission. She anticipates that the plan will be ready for adoption by the end of April. Mrs. Lowell explained that the proposal will expand Chapter 17.70 MVMC to add the C-1 zone (downtown) as an area to include design standards. A Design Review Board will be created and will consist of two businesses or property owners, Director, and design review consultant retained by the City. 2018 Commission Schedules Item tabled. Miscellaneous Mrs. Rebecca Lowell provided a detailed report of the activity in the Development Services Department during 2017. The report included residential and commercial building permits, land use projects, code amendments and code enforcement cases completed during the year. The report also provided history, comparisons and averages. Lastly, Mr. Chris Phillips updated the Commissioners on the progression of the new permitting system for Development Services. The meeting adjourned at approximately 7:00 p.m.
