PLANNING COMMISSION MEETING MINUTES
Tuesday, September 19, 2023 - 6 p.m. │ Police & Court Campus - Multipurpose Room
1. Call to Order: Chair Fikert called meeting to order at 6:03 p.m.

2. Consent Agenda:
Commissioner Carlson made a motion to amend the August minutes to reflect that the Planning
Commission would like to be the approval of the sub-area plan rather than running the
program. Commissioner Vander Stoep seconded the motion. Motion carried 5-0.
Commissioner Fikert made a motion to amend the agenda to strike the DS Director introduction
from item 8. Commissioner Carlson seconded the motion. Motion carried 6-0.
3. Public Comment: Miles Becker, 1025 N 15th Street: spoke about the desire for the City to adopt
regulations regarding the removal of trees on private property so that property owners are not
affected by poor removal of trees. Would like instructions on submitting a code amendment and
would like the website to be more helpful.
4. Open Record Public Hearing regarding the 2024-2029 Update to the City’s Capital Improvement
Plan (CIP)
Peter Donovan introduced the CIP update. Department Heads and Division Managers presented
their top projects in the CIP.
Commissioner Fikert opened the public hearing.
Miles Becker spoke in the affirmative of the plan as presented. Suggested that the City needs
additional dog parks.
Commissioner Fikert closed the public hearing.

Commissioner Carlson commented that he wished that the CIP document be more visionary in
nature. Discussion on how to incorporate the vision from the comprehensive plan into the CIP.
Commissioner Vander Stoep made a motion to approve the CIP document. Commissioner Curry
seconded the motion. Motion carried 6-0.
5. Proposed Code Amendments Regulating Chickens on Residential Property:
Morgan Morrison and Marianne Manville-Ailles presented the proposed code amendments for
discussion.
6. Miscellaneous – Good of the Order
