THE MOUNT WOLF BOROUGH COUNCIL MEETING APRIL 9, 2024 The Mount Wolf Borough conducted a meeting on Tuesday April 9, 2024. The meeting was called to order by President Darryl Main at 7pm. ATTENDANCE: The following Council Members were present: Patricia Poet, Josh Parish, President Darryl Main, Vice President Dennis Naylor, Dan Schleig (arrived at 7:53pm), Michael Barlett and Brian McKenna (arrived at 7:23pm) Officials: Mayor Maureen Starner, Attorney: Devon Myers, Engineer: Chris Owens, Treasurer: Jennifer Reiner, Secretary: Bonnie Bentzel ABSENT: None APPROVAL OF MINUTES AND AGENDA: A motion was made by Dennis Naylor and seconded by Michael Barlett to approve the minutes from meetings on March 12th, and March 26th. The motion was passed unanimously. A motion was made by Michael Barlett and seconded by Pat Poet to approve the agenda. The motion was passed unanimously. VISITORS: Tim Damon, YCRPD Russ Schauer, Resident of East Manchester Township Jacob Bush, Eagle Fire Company Nick Scott, Resident of East Manchester Township Krisit Rettew, Resident of East Manchester Township John Crocewzi, Etters PUBLIC COMMENTS: John Crocewzi is with the York County Library Systems. He spoke about Red Land Community Library. He was promoting the library and gave handouts. Russ Schauer, Nick Scott and Kristi Rettew are representing NELL (Northeastern Little League). Russ presented concerns with the agreement between the Borough and NELL. Devon reviewed and stated she will make the necessary changes to the agreement. After review of the agreement between Mount Wolf Borough and NELL an agreement has been made. Devon will have the changes made for signature of both parties at next meeting. Chief Damon with YCRPD gave his report for 2023. Chief Damon stated that Mount Wolf Borough is at 77% of calls for service. Chief Damon stated that this average. Chief Bush with Eagle Fire Company stated that the new duty vehicle has arrived. There were some issues with the vehicle. It will be going back for changes that were missing. Chief Bush stated that the vehicle will be back for use by Friday (4/12/24). Chief Bush stated that he is back for light duty, and he thanked everyone for the gift basket, and he is feeling better. ENGINEER REPORT: Chris reported he has the bid for the Main Street Bridge. He stated that he did advertise. Chris stated that 34 companies looked at the bid, but only 2 responded. The cost for repair of the Bridge is: $73,870.00. A motion was made by Dennis Naylor and seconded by Michael Barlett to accept the bid from JVI Group Inc. for bridge repair. The motion was passed unanimously. President Darryl Main abstained from the vote. Josh suggested that we should asked Georgia Pacific if they would be interested in sharing the cost of the repair, since they are the main users of the bridge. Dennis asked how long the bridge would be out of commission. Chris stated once the contact has been signed and approved, it will be in the contract on how long it will take for the repairs. Chris reported that the Storm Water Piping Project bids have been advertised. Columbia Gas has not given us advance notice when they are planning on digging. (They do not always dig as they state). They are planning on digging April 9th to the 18th in the Borough. Mayor stated that they are in contact with her, and she will let Chief Bush know. Chris Owens stated that they need to give the Borough 3 days' notice in advance of digging. SOLICITOR’S REPORT: Devon presented the bids for the refuse Contact. Two submissions were submitted to the Manchester borough office by the deadline upon opening. 1 sealed submission was from Republic and the other was from Penn waste upon review Republic provided a letter indicating it would not be submitting since the fully carded option it requested was not included therefore the Republic submission is not a bid nor is it responsive it has been determined. Penn Waste did submit a responsive bid after reading the bid submissions. council will need to take action toward the refuse contract to the lowest responsible bidder or reject all bids. Manchester borough council took action at their meeting last night to award the refuse contract to Penn waste as the lowest responsible bidder subject to your action tonight regarding the contract. Republic will only take contacts that will accept “automatic”. Penn Waste: For the first year two options which were the cost for once-a-week collection and the cost if they had the early collection available, they've been the same cost. first year from August 1, 2024, to July 31, 2025, the cost for the year is $377.64 the 96-gallon mobile cart for trash rental is $18.00 per quarter. second year August 1, 2025, July 31, 2026, is $396.48, $18.00 per quarter for the mobile cart. 3rd year August 1, 2026, to July 31 $416.40 the $18.00 per quarter. Optional year one August 1, 2027, to July 31, 2028, is $437.16 and $18.00 for the quarter for the mobile cart. Year 2 August 1, 2028, to July 31, 2029, is $459 per year and $18.00 per quarter for the mobile cart. And they submitted a bid bond they submitted the bidder questionnaire and some other financial documents and all the whole bid package is at Manchester Boroughs office. Penn Waste will do their own billing. We will be locked in for 3 years. A motion was made by Dan Schleig and seconded by Michael Barlett to accept the bid and award the contact to Penn Waste. The motion was passed unanimously. Devon stated she will prepare the contact for signatures. Darryl is still working on the sidewalk ordinance. Devon gave a reminder that the Rental Property Ordinance must be sent. Mayor Starner stated that she is working on this. Devon will send out the new baseball agreement for signatures. A motion was made by Josh Parish and seconded by Michael Barlett to authorize Darryl to sign the contact with the changes discussed and after signed by NELL. The motion was passed unanimously. ZONING OFFICER’S REPORT: Chris McDermott emailed report to all Council Members and Devon and Bonnie forward the report to Jay King. TREASURER’S REPORT: Payment of Bills ~ Report of Finances ~ Receipt of Payments A motion was made by: Michael Barlett and seconded by Pat Poet to pay the bills. The motion passed unanimously. MAYOR’S REPORT: Mayor Starner reported that she did perform one (1) wedding last wedding and will be performing another wedding this weekend. STREET’S REPORT: Dennis stated that he met with East Manchester Township regarding Street Sweeping. This should start in May. Mayor Starner stated that she will put this information on Facebook. Dennis stated that they did meet with Columbia Gas and York Water Company. Dennis stated that Columbia Gas will be back in the borough next year. PARKS AND RECREATION REPORT: Dan stated that the trees were trimmed last Saturday. Bill was forwarded to Jenn. Mulch was delivered. Dan stated there is no date on when the mulch will be placed. No Community events for the month of April. PROPERTY AND SERVICES REPORT: Brian did get key quotes from Mark Raybin and Klepper. A motion was made by Michael Barlett and seconded by Josh Parish to have new locks placed on all Borough buildings by Klepper not to exceed $1200.00. The motion was passed unanimously. BUDGET AND FINANCE REPORT: No report HEALTH AND SAFETY REPORT: Chief Bush’s report is above in Public Comments. Josh is hoping that Penn Dot will allow a crosswalk in front of the fire house. Josh stated our overage hours are coming down with the Police Department. Chief Damon stated that the injured Police Officers are starting to return to duty which will lower our administrative cost. PERSONNEL REPORT: Pat stated that she emailed the Handbook to all Borough Council Members. A motion was made by: Michael Barlett and seconded by: Pat Poet to have the Handbook reviewed by our Solicitor, Devon Myers. The motion passed unanimously. Pat will forward the Personnel Handbook to Devon for her review. A motion was made by Michael Barlett and seconded by Pat Poet to authorize Devon to review and make any necessary changes to the handbook. Devon stated that this should be ready for Council review no later than July meeting. The motion was passed unanimously. PRESIDENT’S REPORT: No Report OLD BUSINESS: Brian checked with the Art Teacher at Northeastern High School to see if they would be interested in redoing the mural. Brian stated that they are unable to redo the mural for the Borough building. Pat stated that she will check with her granddaughter. NEW BUSINESS: No new Business A motion was made by: Dennis Naylor and seconded by Josh Parish to go into Executive Session. Executive Session started at: 9:50 pm A motion was made to adjourn the meeting by: Josh Parish and seconded by: Pat Poet. The motion was passed unanimously. The meeting was adjourned at 10:15 pm Next Committee Meeting: April 23rd, 2024, at 7pm Next Regular Meeting: May 14th, 2024, at 7 pm
