THE MOUNT WOLF BOROUGH COUNCIL MEETING JUNE 11, 2024 The Mount Wolf Borough conducted a meeting on Tuesday June 11, 2024. The meeting was called to order by President Darryl Main at 7pm ATTENDANCE: The following Council Members were present: Pat Poet, Josh Parish, President Darryl Main, Vice President Dennis Naylor (arrived at 7:10 pm) and Brian McKenna Officials: Mayor Maureen Starner, Attorney: Devon Myers, Secretary: Bonnie Bentzel ABSENT: Treasurer: Jennifer Reiner, Michael Barlett, Dan Schleig APPROVAL OF MINUTES AND AGENDA: A motion was made by: Pat Poet and seconded by: Josh Parish to approve minutes from Council and Non-Voting meeting with the correction to add the name of the Council members who voted no regarding the Red Lion Public Library. The motion was passed unanimously. A motion was made by: Josh Parish and seconded by: Brian McKenna to approve agenda. The motion was passed unanimously. VISITORS: Jacob Bush, Eagle Fire Company Dave Oaster, Resident PUBLIC COMMENTS: Chief Bush was asking if the Borough pays for the Workers Comp Insurance for the Eagle Fire Company. Darryl stated that yes, the Borough pays for the Insurance. Chief Bush stated that East Manchester township said that the Worker’s Comp insurance would not cover any incidents since Eagle Fire Company were out of the area (Hartford County). Darryl and Josh asked Chief Bush if they were dispatched, and Chief Bush stated “Yes, we were dispatched”. Josh stated if you were dispatched, our workers Comp will cover any incidents. Hartford County needed any fire company with boats. That is why Eagle Fire Company was dispatched. Chief Bush stated that he made sure that there was still coverage (at Eagle Fire Company) available in case any incidents would arise. Mayor Starner stated that this was a misunderstanding between East Manchester Township and Eagle Fire Company. There were 12 false alarm calls to Georgia Pacific since the beginning of the year. Mayor Starner asked Chief Bush to send her the dates of the false alarms. ENGINEER’S REPORT: Chris Owens did look at the bridge after it was repaired. He did not have to take pictures, but Chris stated everything was completed to the bridge. A motion was made by Josh Parish and seconded by Brian McKenna to pay the bill of $77,385.40 for the bridge repair and to take the money from the Liquid Fuels Account. The motion was passed unanimously. SOLICITOR’S REPORT: Devon stated that she is still working on the Sidewalk Ordinance. 133 North Fourth Street, violation notice was sent on May 20th, 2024. Devon stated that she sent the letter certified mail. The resident must comply by June 20, 2024. Pat stated that she saw kitty litter on the oil patch. Devon asked Council what the resident has to do to comply. Josh stated that the car needs to be repaired and they will need to hire someone to come in and clean the oil spill. Mayor Starner stated she will speak with the residents. Josh asked about the contract with Penn Waste and when is it effective. He stated he would like to put it on the Website, Facebook and at the Post Office. Devon stated that it will go into effect on July 1st, 2024. Thursday trash pick up will continue until the end of July. ZONING OFFICER’S REPORT: No report TREASURER’S REPORT: Payment of Bills ~ Report of Finances ~ Receipt of Payments. A motion was made by: Pat Poet and seconded by: Dennis Naylor to pay the bills. The motion was passed unanimously. MAYOR’S REPORT: Mayor Starner stated that she did speak to Mr. Poe regarding the issue he is having with his neighbor. Darryl and Mayor Starner stated that the issue he is having with the neighbors is a civil matter. Mayor attended the borough meeting in Manchester. Manchester’s Mayor, Michael Goodling is suggesting a “Battle of the Borough”. This will be a Community Event. This will not be until next year. Mayor Starner stated that this could be a good fund raiser for both community parks. Mayor has been speaking with Kinsley and communication has been going very well. Mayor and Darryl attended the Emergency Managment Committee Meeting. The did ask for donations from the Borough. STREET’S REPORT: Dennis stated that the maintenance crew are currently working on painting the curbs and lines in the borough. The stop sign has been replaced on Walnut Street where the train accident occurred. Dennis stated the Council Members will need to decide on where the radar signs are going to be placed. Dennis recommend that Council members mark which telephone pole they would like to place the radar signs. PARKS AND RECREATION REPORT: No Report PROPERTY AND SERVICES REPORT: Quote from Todd Hess for painting the Borough building. A motion was made by: Josh Parish and seconded by: Pat Poet to hire Todd Hess to paint the Borough Building not to exceed $6500.00. The motion was passed unanimously. BUDGET AND FINANCE REPORT: No Report HEALTH AND SAFETY REPORT: Josh stated that as of April we are 30 hours over with the Police. We started the year with 150 hours over. Josh did speak with Chief Bush regarding the false alarms with Georgia Pacific. The fire company did land a Helicopter at the Park. (Life Lion). Eagle fire company to supply the Borough with a signed agreement and insurance. This was for training purposes only. A motion was made by: Josh Parish and seconded by Dennis Naylor to allow the use of facilities from Eagle Fire Company. The motion was passed unanimously. The Council couldn't get authority for the agreement in between meetings because it was a last-minute request. Mayor Starner suggested that the Borough would make up an agreement with the stipulation they must notify us ahead of time of the training. PERSONNEL REPORT: Pat stated that Devon is still working on the Handbook and Beth will be sending the rough draft to Pat and Pat will send to the members on the committee. Devon stated that Beth (who is working on the Handbook) will be willing to attend our next Committee meeting to answer all questions. PRESIDENT’S REPORT: No Report OLD BUSINESS: No Report NEW BUSINESS: A resident reached out to us because the received a bill from the Borough for the dog catcher. The Dog Catcher charged for mileage but, they never actually came to the Borough, they only had a phone call. The resident is asking for us to reduce the bill to not include milage due to the fact the Dog Catcher never came out. Darryl stated that he will ask Jennifer to contact the Dog Catcher why there is a charge for mileage whey this incident was resolved with a phone call. A motion was made by: Josh Parish and seconded by Dennis Naylor to hold the bill until next Council meeting. The motion was passed unanimously. Josh stated that he spoke with the Chief of Police regarding parking the Borough. People are parking on the wrong side of the road. Under state law this is illegal. The Chief stated that we should put this in our ordinance. Devon stated that if this is a state law, we do not need to add this to an ordinance. Devon stated the reason for an ordinance is so that the Borough can enforcement this. A motion was made by: Josh Parish and seconded by: Pat Poet to go into the Executive Session. Executive Session began at: 8:44 pm Executive Session ended at: 9:05 pm A motion was made by: Josh Parish and seconded by: Pat Poet to adjourn meeting. The motion was passed unanimously.
