CALL TO ORDER Vice Chair Unangst called the meeting to order at 6:32 p.m. Three members of the public present. 2. Edit: on page 2, Item 6.2, correct spelling of Bruce England. 5. UNFINISHED BUSINESS 6. NEW BUSINESS 6.1 Election Process for 2020 Chairperson and Vice Chairperson Attachments: Election Process 2020 memo B/PAC elected a Chairperson and Vice Chairperson for the 2020 calendar year. MOTION – M/S Fenwick/Tock – Carried 5-0-0; Elect Greg Unangst as Chair. MOTION – M/S Shankari/Fenwick – Carried 4-0-1; Elect Lada Adamic as Vice Chair. 6.2 Brown Act Training Attachments: Brown Act Training memo Senior Deputy City Attorney Diana Fazely gave a presentation and training regarding the City of Mountain View Page 1 Bicycle/Pedestrian Advisory Minutes January 29, 2020 Committee Brown Act. No action taken. 6.3 Bicycle/Pedestrian Advisory Committee Members' Manual Attachments: 6.3 B/PAC Members Manual memo Attachment 1 - B/PAC Draft Members Manual Attachment 2 - B/PAC Bylaws Attachment 3 - Rosenberg's Rules of Order Staff presented the draft B/PAC Members’ Manual. Public comments: None. Committee comments: B/PAC members expressed appreciation for clarification of B/PAC roles and responsibilities. B/PAC members also noted that some items listed on the Work Plan (such as “Review city roadway system and recommend improvements”) are broad and it is sometimes unclear how particular items get onto the list for B/PAC review. Additionally, B/PAC members requested that requests for adding items to the agenda be forwarded to the entire committee, and that the 5-Year Capital Improvement Program (CIP) be added to the list of reference material. 6.4 Bicycle/Pedestrian Advisory Committee Work Plan Fiscal Year 2019-20 Attachments: Bicycle / Pedestrian Advisory Board Work Plan Fiscal Year 2019-20 Attachment 1 - Work Plan TAL The committee reviewed the Fiscal Year 2019-20 Work Plan and provided updates on recent and upcoming activities. Public comments: None. B/PAC comments: B/PAC members noted that they do not recall reviewing a private development project (Item E). They also requested the opportunity to review materials related to Safe Routes to School (SRTS) and Vision Zero. Additionally, they requested more clarification how to add items to the Work Plan. 6.5 VTA Bicycle & Pedestrian Advisory Committee Update Attachments: VTA BPAC meetings Greg Unangst reported on three VTA BPAC meetings. At the November 11th meeting, VTA staff gave an overview presentation of the Measure B Program. The Program has already received over $490 million in tax revenue. $43 million has already been utilized. $250 million over 30 years will be set aside for bicycle/pedestrian projects. Cities will receive education and encouragement funding by formula, while capital funding is competitive. Planning projects are also competitive; criteria is still being developed. SR 85 also has a callout, including a transit guideway study. VTA is also developing a transparency website, to be launched in 2020; it will include a 10 year revenue plan, and an expenditure outlook. At the December 11th meeting the VTA BPAC received a presentation from the City of San Jose on their Vision Zero action plan. Throughout the U.S. pedestrian fatalities went from 6,482 in 1990, down to 4,109 in 2009, and then back up to 6,227 in 2018. This increase may be correlated with SUV sales and smartphone/device use and distraction. At the January 15th meeting, County Health staff gave an update on their countywide education and encouragement activities funded by Measure B. It was also announced that the County bicycle map is being updated. The map is expected to launch in time for Bike to Work Day in May 2020. 7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 7.1. Staff Comments Staff comments: Staff reported 4 AskMV requests in December, and 8 in January. Topics included removal of a VTA bus stop, school zone pick-up and drop-off, a blocked sidewalk, report of a a bike repair station needing maintenance, a request for roadway reflectors, and a couple crosswalk improvement requests. Staff provided additional updates on the Local Road Safety Plan RFP, the Stevens Creek Trail, the Bernardo Undercrossing, and the Measure B Call for Projects. North Bayshore projects are in construction. HAWK signals were installed on El Camino Real by Caltrans, and have been waiting for PG&E to turn on the power. 7.2. Committee Comments Committee comments: Valerie Fenwick saw delivery robots on Purdue University. Some seemed to easily get lost and confused. Theron Tock purchased a carbon dioxide (CO2) monitoring device and advised that it’s very easy to have indoor levels at home that are high enough to negatively affect the human body. 8.
