Monday, August 22, 2022 6:15 PM Video Conference with No Physical Meeting Location
SPECIAL JOINT MEETING
During this declared state of emergency, the meeting was conducted in accordance
with California Government Code § 54953(e) as authorized by resolution. All members
of the Bicycle/Pedestrian Advisory Committee participated in the meeting by video
conference, with no physical meeting location.
1. CALL TO ORDER
Chair Fenwick called the meeting of the Bicycle/Pedestrian Advisory Committee (BPAC)
to order at 6:18 p.m.
2. ROLL CALL
2.1 SJ BPAC
Staff present: Active Transportation Program Manger Ryan Smith, Active Transportation
Specialist Jonathan Yuan, Transportation Specialist Andrea Arjona Amador, and Vision
Zero Program Manager Jesse Mintz-Roth.
Members present: Aarshdeep Kahlon (Chair), Emily Schwing, Shannon Knepper, Dian
Solomon, Robert (Bobby) Gonzalez, and Ben Kennedy.
Members absent: Daniel Burdick, Jake McCluskey, and Nancy Macias.
2.2 MV B/PAC
Staff Present: Assistant Public Works Director Damian Skinner, Transportation Manager
Ria Hutabarat Lo, Transportation Planner Priyoti Ahmed, and Assistant to the City
Manager Christina Gilmore.

4.1 SJ BPAC Minutes Approval
MOTION: Approve minutes of July 22nd, 2022 BPAC Meeting.
Kennedy/Schwing - 6/0/3 - Burdick, McCluskey, and Macias absent.
Passed with an amendment to list Kyle Wong as presenter for One Bay Area Grant 3
(OBAG3) letter of support.
4.2 MV B/PAC Minutes Approval
MOTION: Approve the MV B/PAC meeting minutes for June 29, 2022.
Kuszmaul/Adamic - 4/0/1 - passed - Shankari absent.
Yes: 4- Committee Member Adamic, Committee Member Barton, Vice Chair Kuszmaul, and
Chair Fenwick

5. UNFINISHED BUSINESS
5.1 SJ BPAC Committee Effectiveness Update
SJ BPAC briefly discussed their BPAC Effectiveness Committee.
6. NEW BUSINESS
6.1 Legislative Priorities
Amador and Lo presented information on SJ and MV legislative priorities respectively.
Public Comment:
Bruce England stated his interest in bills being watched by other organizations. He
suggested adding "legislative watch" to the Work Plan for MV B/PAC.
Committee Comment:
Solomon and Fenwick expressed appreciation that the two cities’ legislative priorities are
aligned with their core values
Adamic expressed surprise that cities were so involved in legislation at the state level.
She also stated her interest in legislation that supports school busing.
Kuszmaul hoped to find ways for MV to be proactive and get onto bills such as
supporting speed camera legislation.
Fenwick and Adamic supported the idea of MV B/PAC, providing letters of support for
legislative priorities.

6.2 Vision Zero
Mintz-Roth and Ahmed presented information on the SJ and MV Vision Zero programs
respectively.
Public Comment:
Bruce England noted that improvements along Capitol and Snell [in SJ] would be
beneficial. He also stated that roadways favor [motor] vehicles in SJ and MV. Lastly, he
stated his desire for driver’s ed class to be compulsory.
Silja Paymer asked about the enforcement of laws related to tinted windows to allow
pedestrians to see drivers. She stated her support for more outreach to the high schools.
Committee Comment:
Solomon marveled at the level of community knowledge shown at walk audits. She also
noted that fatal and serious injury crashes are focused more in low-income areas that
were designed to be auto oriented.
Kuszmaul appreciated the comments on disparate impacts and suggested coordination
with the Public Safety Advisory Board on issues of traffic enforcement in poor
neighborhoods, he stated he does not want there to be any excuses for not helping with
traffic safety in poorer neighborhoods.
Fenwick expressed thanks for this work and noted the high-speed travel on some
residential streets. She also appreciated the comments about low-income areas and
related traffic safety issues; she stated her desire to ensure traffic safety is still enforced.
6.3 Santa Clara Valley Transportation Agency (VTA) Bicycle & Pedestrian Advisory
Committee (BPAC) Update
Adamic provided an update, indicating a discussion occurred about switching funding for
a Los Gatos project to provide a match for an OBAG 3 grant. She also reported on the
Countywide Transportation Demand Management program and how it might incentivize
the use of alternative modes.
7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
REPORTS
7.1 San Jose Staff Comments
Smith noted that there are two vacancies on SJ BPAC. He also provided an update on
the Quimby Road project.
7.2 Mountain View Staff Comments
Ahmed provided information on Safe Routes to School and previous public outreach
events, including bike rides, helmet fittings, and mechanical bicycle maintenance. She
also noted that efforts for the Active Transportation Plan would begin in September.
7.3 San Jose Committee Comments
Kennedy noted that success requires teamwork and that traffic violence is perpetrated by

7.4 Mountain View Committee Comments
Adamic stated her curiosity about how SJ has a non-BPAC member on the VTA BPAC.
She also was interested in the less formal format of the SJ BPAC.
Fenwick reiterated the need to lower [motor vehicle] speeds and add more midblock
crossings. She was inspired by what happened with the Lincoln Ave road diet [San Jose].
Finally, she noted her new commitment to drive at the speed limit.
