City of Mountain View Minutes - Final Board of Library Trustees Monday, September 20, 2021 7:00 PM Video Conference with No Physical Meeting Location This meeting will be conducted in accordance with State of California Executive Order N-29-20, dated March 17, 2020 and State of California Executive Order N-08-21, dated June 11, 2021. All members of the Board of Library Trustees will participate in the meeting by video conference, with no physical meeting location. 1. CALL TO ORDER Vice Chairperson Paul Donahue called the meeting to order at 7:02 p.m. 2. ROLL CALL PRESENT: Paul Donahue, Vice Chairperson Phyllis Bismanovsky, Member Elena Lopez, Member Nicole Vogt, Member ABSENT: Max Beckman-Harned, Chairperson Present 4 - Member Phyllis Bismanovsky, Member Elena Lopez, Member Nicole Vogt, and Vice Chair Paul Donahue Absent 1 - Chair Max Beckman-Harned 3. MINUTES APPROVAL 3.1 Approval of Minutes from the August 16, 2021 Meeting MOTION - Donahue/Vogt (M/S) To approve the Minutes from the August 16, 2021 Board of Library Trustees Meeting as presented. Motion failed. Votes taken by roll call. Yes: 2- Member Vogt, and Vice Chair Donahue Absent: 1- Chair Beckman-Harned Abstain: 2- Member Bismanovsky, and Member Lopez 4. NEW BUSINESS 8.1 2021 Remaining Calendar Year Board of Library Trustees Meetings MOTION - Donahue/Bismanovsky (M/S) To approve October 18, 2021 and December 13, 2021 as the 2021 remaining calendar year Board of Library Trustees meetings. Motion carried. Votes taken by roll call. Yes: 4- Member Bismanovsky, Member Lopez, Member Vogt, and Vice Chair Donahue Absent: 1- Chair Beckman-Harned 8.2 Library Behavior Policy MOTION - Donahue/Lopez (M/S) To approve the updated Library Behavior Policy with the recommended change. Motion carried. Votes taken by roll call. Yes: 4- Member Bismanovsky, Member Lopez, Member Vogt, and Vice Chair Donahue Absent: 1- Chair Beckman-Harned 8.3 Library Card & Borrowing Policy Board reviewed the Library Card & Borrowing Policy and recommended some changes. Library Services Director Tracy Gray will present the updates on the Library Card & Borrowing Policy to reflect the Board’s recommended changes in the next Board meeting for approval. 9. BOARD/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 9.1 Library Services Director's Report Library Services Director Tracy Gray provided Library services updates and answered a few questions. Discussion ensued. 9.2 Agenda Setting Library Services Director Tracy Gray reported that future agenda items will include: • Potential meeting with the Friends of the Mountain View Library in October; • Approval of calendar year 2021-2022 Board meetings in December; and • Presentation of items for submission for the Fiscal Year 2022-2023 budget in December. 10. BOARD/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Board at this time. 9.1 Library Services Director's Report Recommendation: Review Library Services Director's Report. The Board may consider and act on items listed on the agenda in any order. Consideration of the matters noticed herein is not limited by the recommendations indicated herein. It is the policy of the Library Board that all evening meetings of the Board, including Study Sessions, be adjourned no later than 9:00 p.m., which time is referred to as the normal time of adjournment. No new item of business shall be taken up by the Board after 9:00 p.m. unless the Board has determined by majority vote to set aside this policy. In the event it appears that the entire agenda cannot be completed by the normal time of adjournment, the Board may take up and act upon the more pressing agenda items. All agenda items not considered at the meeting shall be on the agenda of the next regular, special, or adjourned regular meeting unless the Board directs otherwise. Pursuant to the Americans with Disabilities Act (ADA), if you need special assistance in this meeting, please contact the Community Services Department at (650) 903-6400. Notification of 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28 CFR 35.160 (b) (1)) ADDRESSING THE BOARD: Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair. Anyone wishing to address the Board on an item not on the agenda may do so during the "Oral Communications" part of the agenda. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from the Board by majority vote. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
