City of Mountain View Minutes - Final Board of Library Trustees Monday, August 19, 2024 7:00 PM Library Program Room - 2nd floor 1. CALL TO ORDER Chairperson Nehrlich called the meeting to order at 7:02 p.m. 2. ROLL CALL Present 5 - Member Kuldip Ambastha, Member Sharon Su, Member Nicole Vogt, Vice Chair Kristin Higaki, and Chair Eric Nehrlich 3. MINUTES APPROVAL 3.1 Approval of Minutes from June 17, 2024 meeting MOTION - Su / Higaki (M/S) To approve the Minutes from the June 17, 2024, Board of Library Trustees Meeting as presented. Motion carried. Votes taken by roll call. Yes: 5 - Member Ambastha, Member Su, Member Vogt, Vice Chair Higaki, and Chair Nehrlich 4. ORAL COMMUNICATIONS FROM THE PUBLIC No public comments. 5. DONATIONS None. 6. PRESENTATIONS None. 7. UNFINISHED BUSINESS None. 8. NEW BUSINESS None. 8.1 Fiscal Year 2023-24 and Fiscal Year 2024-25 Performance Measures and Year in Review. Library Director, Tracy Gray provided an overview on the City Budget information. Gave a summary on the Library Department's budget and performance measures, accomplishments, stipend programs and partnerships for after school programs. Shared details on the Performance Measure Metrics, pulled statistics from previous years to help determine if additional funding is needed. Discussed plans on implementing a pilot program for materials processing to reduce cost and provide efficiency with partial cataloging before materials are shipped and received by Library Staff. BOARD/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 9.1 Library Director's Report Library Director, Tracy Gray shared updates on new staff and pending recruitments. The Library received a letter and Certificate of Special Congressional Recognition from Congressperson Anna G. Eshoo, in response to the Career Success Allowance Program. The Summer Reading Program ended on July 31 with a total of 1,807 people registered. In July 2024, the California State Park Passes were extended until further notice. Shared feedback from a Library customer who appreciated the excellent customer service that was provided by Dany and James. Board Members discussed upcoming Agenda Setting: - Staff Presentation on Banned Books (September). - Presentation from the Friends of the Library Board President (September/October). - Celebration of Service Updates (September/October). - December's meeting date (TBD). 10. ADJOURNMENT Having no further business, Chairperson Nehrlich adjourned the meeting at 8:41 p.m. The next Board of Library Trustees' meeting will be on Monday, September 16, 2024 at 7:00 p.m. Minutes submitted for approval by Joy Phaphakdy. BOARD/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Board at this time. 9.1 Library Director's Report Recommendation: Review Library Director's Report. Attachments: Library Director's Report August 19, 2024 10. ADJOURNMENT NOTICE TO THE PUBLIC: The agenda and staff reports are available online at https://mountainview.legistar.com. The Board may consider and act on items listed on the agenda in any order. Consideration of the matters noticed herein is not limited by the recommendations indicated herein. It is the policy of the Library Board that all evening meetings of the Board, including Study Sessions, be adjourned no later than 9:00 p.m., which time is referred to as the normal time of adjournment. No new item of business shall be taken up by the Board after 9:00 p.m. unless the Board has determined by majority vote to set aside this policy. In the event it appears that the entire agenda cannot be completed by the normal time of adjournment, the Board may take up and act upon the more pressing agenda items. All agenda items not considered at the meeting shall be on the agenda of the next regular, special, or adjourned regular meeting unless the Board directs otherwise. Pursuant to the Americans with Disabilities Act (ADA), if you need special assistance in this meeting, please contact the Community Services Department at (650) 903-6400. Notification of 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28 CFR 35.160 (b) (1)) ADDRESSING THE BOARD: Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair. Anyone wishing to address the Board on an item not on the agenda may do so during the "Oral Communications" part of the agenda. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from the Board by majority vote. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
