CALL TO ORDER President Clark called the meeting to order at 7:14 p.m. 2. PLEDGE OF ALLEGIANCE President Clark led the Pledge of Allegiance. 3. ROLL CALL Boardmembers Abe-Koga, Bryant, Inks, Kasperzak, Siegel, Vice President McAlister, and President Clark were present. 4. CONSENT CALENDAR MOTION - M/S Kasperzak/Abe-Koga - To approve the Consent Calendar. The motion carried by the following vote: Yes: Boardmember Abe-Koga, Boardmember Bryant, Boardmember Inks, Boardmember Kasperzak, Boardmember Siegel, Vice President McAlister, and President Clark 4.1 Approval of Minutes. Approve the following: 1) Minutes for the Shoreline Regional Park Community Meeting of October 15, 2013; 2) Minutes for the Shoreline Regional Park Community Meeting of March 25, 2014. 3) Minutes for the Shoreline Regional Park Community Meeting of April 8, 2014. City of Mountain View Page 1 City Council MEETING MINUTES 5/13/2014 4.2 Highway Safety Improvement Program (HSIP) Grant Funding for Middlefield Road Median Islands Reconstruction, Easy Street to Shoreline Boulevard, Project 12-32. Adopt Resolution No. 17850 Authorizing the City Manager to Execute All Program Supplements to the Highway Safety Improvement Program (HSIP) Administering Agency - State Agreement No. 04-5124R for Middlefield Road Median Islands Reconstruction, Easy Street to Shoreline Boulevard, Project 12-32 (Attachment 1 to the Council report). 5. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS David Offen spoke in support of increasing the minimum wage and developing incentives that would increase the supply of below-market rate housing in the City of Mountain View. Elena Pacheco expressed appreciation to Council for its support in raising the minimum wage, and she presented information regarding a sexually transmitted disease prevention outreach event she was conducting in the near future. Jim Neal expressed concerns with the use of cameras in the City of Palo Alto public spaces, and stated if Mountain View was going to consider use of cameras in this manner, that an opportunity for public input be conducted. Mr. Neal also spoke in support of shared parking for the Milk Pail business at the San Antonio Phase II project. Don Letcher spoke in opposition to bond measures and parcel taxes. Cherie Walkowiak expressed appreciation to Council for including the study of Shoreline Boulevard transportation issues as one of Council's top priorities in the budget, and requested that the study not stop at Wright, but continue on to Montecito, and that protected intersections and a median path also be included in the study. Aldona Majorek presented an animated graphic that illustrated potential bicycle/pedestrian improvements on Shoreline Boulevard. Barbara Goodwin spoke in support of increasing the minimum wage in Mountain View. 6. ADJOURNMENT - At 9:35 p.m., President Clark adjourned the meeting. City of Mountain View Page 2
