1. CALL TO ORDER
Vice Mayor Showalter called the meeting to order at 8:16 p.m.
2. ROLL CALL
Present: 7 - Boardmember Clark, Boardmember Inks, Boardmember Kasperzak, Boardmember
Rosenberg, Boardmember Siegel, and Vice President Showalter
Absent: 1 - President McAlister
3. STUDY SESSION
3.1 Preliminary Review of the Fiscal Year 2015-16 Through Fiscal Year 2019-20 Capital
Improvement Program.
Public Works Director Fuller and Assistant Public Works Director Solomon presented oral staff
reports and they, Principal Civil Engineer Au, Community Manager Rich and Counsel Quinn,
responded to the Board's questions.

Boardmember Siegel recused himself from participating on the discussions related to Category 2
- Discretionary Projects - Council Goals - Phase 1 of bike lanes on Calderon Avenue from Villa
Street to Mercy Street; Transit Center Master Plan; and Improvements to the
Castro/Moffett/Central Intersection.
4. ADJOURNMENT - At 10:06 p.m., Vice President Showalter adjourned the meeting.

3.1 Preliminary Review of the Fiscal Year 2015-16 Through Fiscal Year 2019-20
Capital Improvement Program.
Recommendation(s): The purpose of this Study Session is to obtain City Council input to guide
staff in the preparation of the Proposed Fiscal Year 2015-16 through
Fiscal Year 2019-20 Capital Improvement Program (CIP).
This report presents (1) the projected availability of capital improvement
project funding over the five-year planning period; (2) projects that have
been proposed for funding; and (3) staff’s initial thoughts on preparing a
proposed CIP.
Based on Council direction, the proposed CIP will be presented to the
Council at a Study Session in May.
