CALL TO ORDER President Showalter called the meeting to order at 7:03 p.m. 2. PLEDGE OF ALLEGIANCE President Showalter led the Pledge of Allegiance. 3. ROLL CALL Present: 7 - Boardmember McAlister, President Showalter, Boardmember Clark, Boardmember Inks, Boardmember Kasperzak, Vice President Rosenberg, and Boardmember Siegel 4. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS Ross Heitkamp, representing Friends of Stevens Creek Trail, spoke in support of Council agendizing consideration of the City providing partial funding for the Feasibility Study of Alternatives for improving Steelhead fish passage in Stevens Creek, and becoming a partner in the project. Mr. Heitkamp also responded to Council's questions. Don Letcher presented information regarding First Amendment rights and the Brown Act. Mr. Letcher also spoke in support of the City hiring an independent auditor. Valerie Fenwick expressed concerns with the potential of removing trees from parks, and with El Camino Hospital cutting local programs while purchasing land to build additional facilities outside the jurisdiction. NEW BUSINESS 5.1 Fiscal Year 2015-16 Midyear Budget Status Report and Fiscal Year 2016-17 Preliminary General Operating Fund Forecast. Treasurer Kong presented an oral staff report and she, Principal Financial Analyst Ansted, Community Manager Rich, Community Services Director de la Montaigne and Public Works Director Fuller, responded to the Board's questions. Seeing no one wishing to speak, President Showalter closed the public comment period. City of Mountain View Page 2 City Council MEETING MINUTES 2/9/2016 MOTION - M/S Rosenberg/Clark - To: 1. Acknowledge and file the Fiscal Year 2015-16 Midyear Budget Status Report, the Fiscal Year 2016-17 Preliminary General Operating Fund forecast, the six-month status of the Fiscal Year 2015-16 Performance/Workload Measures, and the Council Major Goals Work Plan Update. 2. Appropriate the remaining balance from the Fiscal Year 2014-15 General Fund Carryover of $1,492,000 from the General Non-Operating Fund to $500,000 contribution to PERS, $500,000 to the OPEB Trust, and the balance of $492,000 transferred to the Capital Improvement Reserve. 3. Appropriate $5,513 in the Park Land Dedication Fund, previously committed by the City Council for the City’s share of the Four Cities Feasibility Study of the Stevens Creek Trail extension and public outreach. 4. Increase appropriations in the amount of $1,310,000 in the Public Works Department, Wastewater Fund for Treatment Plant costs related to a current fiscal year budget correction and prior fiscal year audited results underpayment. 5. Increase appropriations and transfer $33,000 from the General Fund Reserve to the Community Development Department, General Operating Fund for noticing and outreach for the rent relief strategies. 6. Approve reclassification and regular ongoing status for Mobility Coordinator position, changing the title to Transportation Planner. 7. Approve the addition of a 0.5 Senior Project Manager position (to regular full-time status) in the Public Works Department. 8. Increase appropriations $65,000 in the General Non-Operating Fund, City Manager’s Office, for a limited-term, full-time Human Resources Analyst I/II position and authorize position through June 30, 2017. 9. Increase appropriations $75,000 in the City Attorney’s Office, General Liability Fund for outside legal services and public records requests related to personnel matters. 10. Approve a midyear Capital Improvement Project titled “Rengstorff Park Aquatic Complex Remediation” and appropriate and transfer $86,000 from the Park Land Dedication Fund as detailed in the Other Recommendations and Information section of the report.
