CITY OF MOUNTAIN VIEW TUESDAY, MARCH 15, 2016 - 6:30 PM CITY COUNCIL MEETING MINUTES COUNCIL CHAMBERS - 500 CASTRO ST. Christopher R. Clark, Councilmember Ken S. Rosenberg, Vice Mayor John M. Inks, Councilmember John McAlister, Councilmember R. Michael Kasperzak, Jr., Councilmember Leonard M. Siegel, Councilmember Daniel H. Quinn, City Attorney March 15, 2016 Council Chambers - 500 Castro St. SPECIAL MEETING OF THE SHORELINE REGIONAL PARK COMMUNITY 1. CALL TO ORDER President Showalter called the meeting to order at 6:33 p.m. 2. ROLL CALL Present: 7 - Boardmember McAlister, President Showalter, Boardmember Clark, Boardmember Inks, Boardmember Kasperzak, Vice President Rosenberg, and Boardmember Siegel 3. CONSENT CALENDAR Boardmember Inks requested that Item 3.2 be removed from the Consent Calendar. MOTION - M/S Kasperzak/McAlister - To approve item 3.1 on the Consent Calendar. The motion carried unanimously. 3.1 Approval of Minutes. That the Board approve the following minutes: 1. February 23, 2016 Shoreline Regional Park Community meeting; and 2. March 1, 2016 Shoreline Regional Park Community meeting; 3.2 Shoreline Boulevard Interim Bus Lane and Utility Improvements, Project 16-58 - Authorize Professional Services Agreement. Authorize the City Manager to execute a professional services agreement with Mark Thomas & Company of San Jose to provide civil engineering services for the Shoreline Boulevard Interim Bus Lane and Utility Improvements, Project 16-58, in a not-to-exceed amount of $347,188. City of Mountain View Page 1 City Council MEETING MINUTES 3/15/2016 SPEAKING FROM THE FLOOR EXPRESSING CONCERNS: Don Letcher MOTION - M/S Kasperzak/Siegel - To authorize the City Manager to execute a professional services agreement with Mark Thomas & Company of San Jose to provide civil engineering services for the Shoreline Boulevard Interim Bus Lane and Utility Improvements, Project 16-58, in a not-to-exceed amount of $347,188. The motion carried by the following vote: Yes: 6 - Boardmember McAlister, President Showalter, Boardmember Clark, Boardmember Kasperzak, Vice President Rosenberg, and Boardmember Siegel No: 1 - Boardmember Inks 4. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS Don Letcher spoke in support of Police Chief Bosel. Valerie Fenwick expressed concerns that the Rex Manor neighborhood was not noticed regarding the discussions held during the February 2nd Council Meeting regarding the Hetch Hetchy Park, and she provided recommendations with regard to the park. Tracy Ferea expressed concerns with the potential loss of trees at the Hetch Hetchy Park tot lot near the Rex Manor neighborhood. Judy Zellers expressed concerns with the potential loss of trees at the Hetch Hetchy Park tot lot near the Rex Manor neighborhood. Susannah Zellers spoke to the value of trees. Gary Wesley provided a presidential candidate election update and commented on the campaign practices of Presidential Candidate Donald Trump, Assemblymember Candidate Mike Kasperzak, and special interest groups. Thida Cornes expressed concerns that the item with regard to the Hetch Hetchy Park was not brought before the Parks and Recreation Commission for consideration prior to Council's considerations on February 2nd. Gary Lekan spoke in support of maintaining the trees in the Hetch Hetchy Park near the Rex Manor neighborhood. Mr. Lekan also responded to Council's questions.
