Rosenberg, Mayor Jannie L. Quinn, City Attorney March 28, 2017 Council Chambers - 500 Castro St. SPECIAL MEETING OF THE SHORELINE REGIONAL PARK COMMUNITY 6:30 P.M.-SPECIAL SESSION 1. CALL TO ORDER President Rosenberg called the meeting to order at 6:36 p.m. 2. ROLL CALL Present: 7 - Boardmember Abe-Koga, Boardmember Clark, Boardmember Matichak, Boardmember Showalter, Vice President Siegel, and President Rosenberg Absent: 1 - Boardmember McAlister 3. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS Mike Fischetti spoke in support of Council developing programs for children left behind by deported parents. Marilyn Winkleby spoke in support of the Santa Clara County's Office of Immigration Relations report on "What to do in the Event of a Raid," which includes a form that could be used to appoint short-term guardianship for children of deported parents. 4. STUDY SESSION 4.1 Preliminary Review of the Fiscal Year 2017-18 Through Fiscal Year 2021-22 Capital Improvement Program. Public Works Director Fuller presented an oral staff report and he, Community Manager Rich, Community Services Director de la Montaigne and Assistant Public Works Director Solomon, responded to the Board's questions. ROLL CALL 3. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS 4. STUDY SESSION 4.1 Preliminary Review of the Fiscal Year 2017-18 Through Fiscal Year 2021-22 Capital Improvement Program. The purpose of this Study Session is to obtain City Council input to guide staff in the preparation of the Proposed Fiscal Year 2017-18 through Fiscal Year 2021-22 Capital Improvement Program (CIP). This report presents: (1) estimated project funding availability over the five-year planning period; (2) projects that have been proposed for funding; and (3) staff’s initial thoughts on preparing a proposed CIP. Because of the large number of possible projects and variety of funding sources available this year, staff is seeking direction on a number of policy questions rather than decisions on all individual projects. Based on Council direction, the Proposed CIP will be presented to the Council at a Study Session in April when a more detailed evaluation is anticipated. 5.
