1. CALL TO ORDER
President Rosenberg called the meeting to order at 6:05 p.m.
2. ROLL CALL
Present: 7 - Boardmember Abe-Koga, Boardmember Clark, Boardmember Matichak, Boardmember
McAlister, Boardmember Showalter, Vice President Siegel, and President Rosenberg
3. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS - None.
4. STUDY SESSION
4.1 Fiscal Year 2017-18 Narrative Budget Report and Fiscal Years 2018-2022 Financial Forecast
Treasurer Kong and Community Manager Rich presented oral staff reports and they, Counsel Quinn,
Community Services Director de la Montaigne, Assistant Treasurer Niederhofer, Public Works
Director Fuller, and Principal Finance Analyst Ansted, responded to the Board's questions.

4.2 Proposed Fiscal Year 2017-18 Through Fiscal Year 2021-22 Capital Improvement Program.
Public Works Director Fuller presented an oral staff report and he, Counsel Quinn, Police Chief
Bosel, and Community Services Director de la Montaigne, responded to the Board's questions.
Boardmember Showalter recused herself from acting on the South Bay Salt Pond project and left the
meeting during that portion of the discussion.

Boardmembers Abe-Koga, Clark, and Vice President Siegel recused themselves from acting on the
Latham/Church Street and Calderon/Latham Bike Lane projects and left the meeting during that
portion of the discussion.

The City Council will hear a presentation on the Narrative Budget Report and the Financial Forecast and the
City Manager's recommendations for Fiscal Year 2017-18.
4.2 Proposed Fiscal Year 2017-18 Through Fiscal Year 2021-22 Capital Improvement
Program.
The purpose of this Study Session is to present the Proposed Fiscal Year 2017-18 through Fiscal Year
2021-22 Capital Improvement Program (CIP) for City Council review, comment, and refinement.
