Rosenberg, Mayor Jannie L. Quinn, City Attorney June 13, 2017 Council Chambers - 500 Castro St. SPECIAL MEETING OF THE SHORELINE REGIONAL PARK COMMUNITY 6:30 P.M.-SPECIAL SESSION 1. CALL TO ORDER President Rosenberg called the meeting to order at 7:23 p.m. 2. ROLL CALL Present: 7 - Boardmember Abe-Koga, Boardmember Clark, Boardmember Matichak, Boardmember McAlister, Boardmember Showalter, Vice President Siegel, and President Rosenberg 3. CONSENT CALENDAR MOTION - M/S - Showalter/Siegel - To approve the Consent Calendar. The motion carried by the following vote: Yes: 7 - Boardmember Abe-Koga, Boardmember Clark, Boardmember Matichak, Boardmember McAlister, Boardmember Showalter, Vice President Siegel, and President Rosenberg 3.1 Approval of Minutes. That Shoreline Regional Park Community Boardmembers approve the following minutes: 1. June 6, 2017 Shoreline Regional Park Community meeting. 3.2 Shoreline Boulevard/101 NB Off-Ramp Modifications, Project 15-39-Cooperative Agreement with Caltrans. 1. Adopt Resolution No. 18146 Approving Cooperative Agreement No. 04-2646 Between the City of Mountain View and the State of California Department of Transportation (Caltrans) for Improvements to the State Highway System Per Streets and Highways Code Sections 114 and 130, for Caltrans’ Review of the Project Initiation Document (Project Study Report/Project Report) and Environmental Documentation Clearance Phases for the Shoreline Boulevard/101 NB Off-Ramp Modifications, Project 15-39, and Authorizing the City Manager to Execute it, in an Amount Not to Exceed $250,000, to be read in title only, further reading waived (Attachment 1 to the Council City of Mountain View Page 1 City Council MEETING MINUTES 6/13/2017 report). 2. Authorize the City Manager to amend the cost of the Cooperative Agreement up to a total amount not exceeding $300,000, if needed. 4. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS Toni Rath expressed concerns with the lack of actions taken by the City with regard to aircraft noise and flight paths, and requested that Council stay on top of this issue. Council recessed at 7:31 p.m. and reconvened at 7:44 p.m. 5. PUBLIC HEARING 5.1 Public Hearing for the Fiscal Year 2017-18 Proposed Budget. Convene a public hearing, accept public comment, and provide input on the Fiscal Year 2017-18 Proposed Budget. President Rosenberg opened the Public Hearing at 8:34 p.m. Community Manager Rich presented an oral staff report and he, Treasurer Kong, and Public Works Director Fuller, responded to the Board's questions. Seeing no one wishing to speak, President Rosenberg closed the Public Hearing at 8:52 p.m. Staff was directed to conduct a Study Session on the process for non-profit funding prior to the next budget cycle. 6.
