CLOSED SESSION ANNOUNCEMENT (OPEN SESSION) At 5:30 p.m., Counsel Jannie Quinn announced the items for Closed Session. All Boardmembers were present. The following members of the public spoke: Ellis Berns, Robert Green Company Tim McEnery, Director, Marwood Management 2. CLOSED SESSION Following public comment, President Siegel called the meeting to order at 5:45 p.m. 2.1 Conference with Real Property Negotiator (§54956.8)—Property: (Michael’s at Shoreline, 2960 North Shoreline Boulevard) (portion of APN 015-36-025)—Agency Negotiator: Dennis Drennan, Real Property Program Administrator—Negotiating Parties: The Faravelli Company, Inc.—Under Negotiation: Price and Terms of Payment for the Lease of Real Property The Closed Session concluded at 6:35 p.m. 6:30 P.M.-SPECIAL SESSION (COUNCIL CHAMBERS) 1. CALL TO ORDER/PLEDGE OF ALLEGIANCE President Siegel called the meeting to order at 6:48 p.m. in Council Chambers and led the Pledge of Allegiance. 2. ROLL CALL Present: 7 - Boardmember Abe-Koga, Boardmember Clark, Boardmember McAlister, Boardmember Rosenberg, Boardmember Showalter, Vice President Matichak, President Siegel 3. CONSENT CALENDAR City of Mountain View Page 1 City Council MEETING MINUTES - Final 10/16/2018 MOTION - M/S - Showalter/Clark - To approve the Consent Calendar. The motion carried by the following vote: Yes: 7 - Boardmember Abe-Koga, Boardmember Clark, Boardmember McAlister, Boardmember Rosenberg, Boardmember Showalter, Vice President Matichak, President Siegel 3.1 Approve Meeting Minutes Approve the Shoreline Regional Park Community Minutes of October 9, 2018. 3.2 Introduction of an Ordinance of the City of Mountain View Amending Procedures for Leasing Property in Excess of 55 Years Introduce an Ordinance of the City of Mountain View Amending Procedures for Leasing Property in Excess of 55 Years, to be read in title only, further reading waived, and set second reading for October 23, 2018. 4. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS Steven Goldstein spoke in support of Proposition 10, and expressed concern regarding comments posted on the Mountain View Voice website. Rocio Carrillo, Royal Viking Tenants Coalition, spoke regarding the proposed development of the Royal Viking Apartments and the impact on her family. Abel Salguero spoke regarding the proposed development of the Royal Viking Apartments and the impact on his family. Jacqueline Cashen spoke regarding the proposed development of 2310 Rock Street and the impact on the residents of the complex. Gary Lekan spoke in opposition to motor homes parked overnight in neighborhoods. Dave Arnone spoke in support of two residents of Royal Viking Apartments, and read a letter of support from their employer. Shani Kleinhaus, Santa Clara Valley Audubon Society, spoke regarding the burrowing owl population and requested installation of a fence around breeding sites prior to breeding season in February. Joan MacDonald spoke regarding the displacement of residents due to demolition and requested that Council approve development in vacant lots rather than those that require demolition. On behalf of Advocates for Affordable Housing, Ms. MacDonald suggested Council consider incentives for AirBnB hosts to use the rentals for permanent, full-time housing so that teachers, workers in schools and hospitals, and service workers can live in Mountain View.
