CITY OF MOUNTAIN VIEW TUESDAY, APRIL 28, 2020 - 5:30 PM CITY COUNCIL MEETING MINUTES - Final VIDEO CONFERENCE WITH NO PHYSICAL MEETING LOCATION Margaret Abe-Koga, Mayor Kimbra McCarthy, City Manager Ellen Kamei, Vice Mayor Krishan Chopra, City Attorney Chris Clark, Councilmember Lisa Natusch, City Clerk Alison Hicks, Councilmember Lisa Matichak, Councilmember John McAlister, Councilmember Lucas Ramirez, Councilmember April 28, 2020 Video Conference with No Physical Meeting Location SPECIAL MEETING OF SHORELINE REGIONAL PARK COMMUNITY This meeting was conducted in accordance with State of California Executive Order N-29-20, dated March 17, 2020. All members of the Board participated in the meeting by video conference, with no physical meeting location. 5:30 P.M.-STUDY SESSION (by Video Conference) 1. CALL TO ORDER President Abe-Koga called the meeting to order at 5:30 p.m. 2. ROLL CALL Present: 7 - Boardmember Clark, Boardmember Hicks, Boardmember Matichak, Boardmember McAlister, Boardmember Ramirez, Vice President Kamei, President Abe-Koga Boardmember McAlister joined the meeting at 5:31 p.m. 3. STUDY SESSION 3.1 Shoreline Boulevard at Highway 101 Bicycle/Pedestrian Bridge, Project 16-60-Preliminary Conceptual Design Senior Civil Engineer Tina Tseng presented the staff report. Public Works Director Dawn Cameron and Principal Civil Engineer Lisa Au provided additional information. Public Comment opened at 5:45 p.m. The following member of the public spoke: Albert Jeans Public Comment closed at 5:48 p.m. City of Mountain View Page 1 City Council MEETING MINUTES - Final 4/28/2020 President Abe-Koga summarized the Council input and direction provided: unanimous support in response to Question 1 in the staff report: support of the recommended concept of the two-way off-street cycle track and sidewalk, including installation of street trees, landscape, and streetlights along the west side of Shoreline Boulevard within the Terra Bella Approach; majority support in response to Question 2 in the staff report: support of the recommended standard bridge structure design (concrete box girder) for the proposed Bridge with optional enhancements to be reviewed by the City Council in a future meeting; and majority support in response to Question 3 in the staff report: support of the recommended design considerations such as the skylight option and a wider deck area to facilitate travels on the proposed and future bridges within the Pear Avenue Approach.
