Authorize the City Manager to enter into a contract with Fehr and Peers for an amount not to exceed $155,000 for North Bayshore District Transportation Monitoring for Fiscal Year 2020-2021. Adopt Resolution No. 18472 Awarding a Construction Contract to Bellingham Marine Industries, Inc., to Make Repairs Deemed to Be of Urgent Necessity to the Sailing Lake Boat Dock, Project 20-36, in the Amount of $128,000 as Authorized by Mountain View City Charter Section 1107, read in title only, further reading waived. 2. Authorize the City Manager to execute a construction contract to Bellingham Marine Industries, Inc., to make the repairs to the Sailing Lake Boat Dock, Project 20-36, for $108,000 and approve a construction contingency of $20,000 for a total contract amount of $128,000. 5. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS Peying Lee spoke in support of preservation of urban forestry. Eva Tang, on behalf of Rohin Ghosh, Caitlin Davis, Esther Fitchenholtz, Alison Kirmse, and Diya Mandyam who elected not to speak, spoke in support of the creation of an independent, citizen-led commission to be run through the Human Relations Commission to review police policy and budget, and presented slides. Bright Liu, Mountain View Coalition for Police Reform and Accountability, requested more Council action regarding police accountability and budget. Dana Pede, Mountain View Coalition for Police Reform and Accountability, requested an audit of police department policies and budget by an independent commission of citizens. David Peters, Mountain View Coalition for Police Reform and Accountability, requested an independent, citizen-led commission regarding police reform and accountability. Lara Pede, Mountain View Coalition for Police Reform and Accountability, requested an independent, citizen-led commission to review Mountain View Police Department policies and budget. April Webster spoke in support of the Castro StrEATS program and suggested improvements to make it more bike friendly. Kelsey Josund requested an independent, citizen-led commission to review police policies. Salim provided comments regarding a lawsuit against the Police Chief. Meghan Fraley addressed the Council. Albert Jeans spoke regarding the 1001 N. Shoreline Blvd. development project, and presented slides. Deneva Goins spoke in support of independent, citizen-led commission to increase accountability and described a recent incident with the Mountain View Police Department. Alex Brown addressed the Council. Yuan Liu, Mountain View Coalition for Police Reform and Accountability, spoke regarding the composition of the Council Ad-Hoc Subcommittee on Race, Equity and Inclusion and in support of an independent, citizen-led commission. Ana, Mountain View Coalition for Police Reform and Accountability, spoke in support of the presentation made by Eva Tang. Francisco Ochoa, Mountain View Coalition for Police Reform and Accountability, spoke in support of an independent, citizen-led commission to review police policies. Gawan Fiore, Mountain View Coalition for Police Reform and Accountability, spoke in support of an independent, citizen-led commission for police reform and accountability.
