CITY OF MOUNTAIN VIEW TUESDAY, APRIL 27, 2021 - 6:30 PM CITY COUNCIL MEETING MINUTES - Final VIDEO CONFERENCE WITH NO PHYSICAL MEETING LOCATION Ellen Kamei, Mayor Kimbra McCarthy, City Manager Lucas Ramirez, Vice Mayor Krishan Chopra, City Attorney Margaret Abe-Koga, Councilmember Heather Glaser, City Clerk Alison Hicks, Councilmember Sally Lieber, Councilmember Lisa Matichak, Councilmember Pat Showalter, Councilmember April 27, 2021 Video Conference with No Physical Meeting Location SPECIAL MEETING OF SHORELINE REGIONAL PARK COMMUNITY This meeting was conducted in accordance with State of California Executive Order N-29-20, dated March 17, 2020. All members of the City Council participated in the meeting by video conference, with no physical meeting location. 6:30 P.M.-SPECIAL SESSION 1. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL At 6:31 p.m., President Kamei called the meeting to order. President Kamei led the Pledge of Allegiance. Present: 7 - Boardmember Abe-Koga, Boardmember Hicks, Boardmember Lieber, Boardmember Matichak, Boardmember Showalter, Vice President Ramirez, President Kamei 4. CONSENT CALENDAR MOTION - M/S - Ramirez/Abe-Koga - To approve the Consent Calendar. Boardmember Matichak indicated a No vote on Item 4.1. Councilmember Lieber indicated an Abstain vote on Item 4.1. There were no public speakers. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS The following members of the public spoke: Shani Kleinhaus (on behalf of Annette Herz, Jim Zaorski, Silja Paymer, Sonali Bhalla, April Webster, Guilkianna Pendelton, Catherine Trejo, Linda Ruthruff, Mackenzie Mossing, Doug Rabert, Jill Halloran, and Matthew Dodder) shared a presentation. NEW BUSINESS 8.1 Fiscal Year 2020-21 Third Quarter Budget Status Report, Fiscal Year 2021-22 Preliminary General Operating Fund Forecast Update, and American Rescue Plan Act Funding Update Community Manager McCarthy and Treasurer Takahashi presented the staff report. The following members of the public spoke: Fernando Romero Philip Cosby Tim MacKenzie Alexander Brown Olga Melo Paula Perez Laura Blakely Anthony Chang MOTION - M/S Ramirez/Abe-Koga - To: 1. Acknowledge and file the Fiscal Year 2020-21 Third Quarter Budget Status Report and the Fiscal Year 2021-22 Preliminary General Operating Fund Forecast Update. 2. Direct staff to bring back staff's recommendations on the use of American Rescue Plan Act funding including the following changes: 1) allocate $1,000,000 for a universal basic income program; 2) allocate $1,000,000 for Mountain View Solidarity Fund; 3) shift $1,000,000 from the rent relief program to the Community Services Agency ($750,000 to be used for direct financial assistance and $250,000 to be used at the discretion of City of Mountain View Page 2 City Council MEETING MINUTES - Final 4/27/2021 Community Services Agency) and authorize staff to negotiate an administrative fee consistent with prior direction from the Council; 4) shift $100,000 from Transit Center Master Plan to small business grant program/relief; and 5) subtract $50,000 from technology equipment, hardware, and IT contracts and reallocate to eviction prevention and defense program. The Board discussed the motion and directed questions to staff. The motion carried by the following roll call vote: Yes: 7 - Boardmember Abe-Koga, Boardmember Hicks, Boardmember Lieber, Boardmember Matichak, Boardmember Showalter, Vice President Ramirez, President Kamei 11.
