City of Mountain View Minutes Council Transportation Committee Tuesday, June 1, 2021 6:30 PM Video Conference with No Physical Meeting Location This meeting was conducted in accordance with State of California Executive Order N-29-20, dated March 17, 2020. All members of the Council Transportation Committee participated in the meeting by video conference, with no physical meeting location. 1. CALL TO ORDER The meeting was called to order at 6:31 p.m. Present 3- Member Ellen Kamei, Member Lisa Matichak, and Chair Sally Lieber 2. ORAL COMMUNICATIONS FROM THE PUBLIC Alan Whitaker noted that signs prohibiting oversized vehicles parking were posted on certain wider street segments, namely on Rengstorff between Central and Highway 101, and requested clarification on where signs will be posted related to the Narrow Streets Ordinance. 4. APPROVE MINUTES 4.1 Approve Minutes M/S Lieber/Kamei - To approve minutes for the May 13, 2019 meeting with changes. NEW BUSINESS City of Mountain View Page 1 Council Transportation Committee Minutes June 1, 2021 5.1 Calderon Avenue Bike Lanes, Mercy Street to El Camino Real, Project 20-47 Associate Civil Engineer Hoang and Assistant Public Works Director Arango responded to Committee questions. The Committee also suggested that a reduction in the speed limit on Calderon Avenue be evaluated following the installation of the bike lanes. Staff indicated that a speed survey would be conducted after construction of the bike lanes to determine if the street will qualify for a reduced speed limit. M/S Matichak/Kamei - To forward a recommendation to City Council to approve plans and specifications for Calderon Avenue Bike Lanes, Mercy Street to El Camino Real, Project 20-47 and evaluate a potential configuration to preserve two of the on-street parking spaces between Church Street and Jessie Lane. The motion carried by the following roll call vote: Yes: 3- Member Kamei, Member Matichak, and Chair Lieber 5.2 Neighborhood Traffic Management Program Revisions City Traffic Engineer Lopez presented the proposed program revisions and responded to Committee questions. M/S Kamei/Matichak - To recommend City Council approve the proposed revisions to the Residential Parking Permit Program and revisit program status in one year. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 6.1 Staff Comments None 6.2 Committee Comments Committee Member Matichak discussed the prohibition of oversized vehicle parking on Rengstorff Avenue due to bike lanes and that the Narrow Streets Sign Installation project has not begun. Chairperson Lieber noted that the next Council Transportation Committee meeting will be held in the fall on a date to be determined. 7.
