1. CALL TO ORDER
Chair Cox called the meeting of the Environmental Planning Commission (EPC) to order
at 7:00 p.m.

3. MINUTES APPROVAL
3.1 Approve Meeting Minutes
Chair Cox introduced the item for discussion.
Chair Cox opened the floor at 7:03 p.m. to public testimony, asking if anyone from the
public wished to speak on this item. No members of the public wished to speak.
MOTION - M/S - Hehmeyer / Lo - That the Environmental Planning Commission approve
the Minutes of September 4, 2019, October 2, 2019, October 12, 2019, and October 16,
2019.
Approval of Minutes for September 4, 2019
The motion passed on the September 4, 2019 Minutes by the following vote:
Yes: 5 - Commissioner Hehmeyer, Commissioner Lo, Commissioner Yin, Vice
Chair Cranston, and Chair Cox

4. ORAL COMMUNICATIONS FROM THE PUBLIC
Chair Cox opened the floor at 7:10 p.m. for public testimony asking if anyone from the
public wished to speak on anything not on the agenda. No members of the public wished
to speak.
5. PUBLIC HEARING
5.1 1001 North Shoreline Boulevard Residential Development
Senior Planner Diana Pancholi gave an oral presentation and Planner Pancholi, Deputy
Zoning Administrator Rebecca Shapiro, Senior Civil Engineer Renee Gunn, and Project
Environmental Consultant, Jill Feyk-Miney from Environmental Science Associates,
responded to questions by the EPC.
The applicant, David Hopkins from Sares Regis of Northern California, gave an oral
presentation and Mr. Hopkins and Project Landscape Architect, Paul Lettieri from The
Guzzardo Partnership Inc., responded to questions by the EPC.
Chair Cox opened the floor at 8:22 p.m. to public testimony, asking if anyone from the
public wished to speak on this item.

alternatively, Mrs. Wong sent an email to the EPC prior to the meeting, which was read
into the record by Senior Planner Diana Pancholi and was determined to be similar to the
recorded voicemail
Public testimony concluded at 8:42 p.m.
The EPC deliberated on the item.
MOTION - M/S - Cranston / Hehmeyer - That the Environmental Planning Commission:
1. Adopt a Resolution Recommending that the City Council Certify the Residences @
Shoreline Gateway Project Final Environmental Impact Report (EIR) and Mitigation
Monitoring or Reporting Program, to be read in title only, further reading waived (Exhibit 1
to the EPC Staff Report) with minor text corrections to the Findings of Fact;
2. Adopt a Resolution Recommending that the City Council Approve an Amendment to
the General Plan Land Use Map for a Property Located at 1001 North Shoreline
Boulevard from General Industrial to Mixed-Use Center and Related General Plan Text
Amendments, to be read in title only, further reading waived (Exhibit 2 to the EPC Staff
Report);
3. Adopt a Resolution Recommending that the City Council Approve a Zoning Map
Amendment for the Properties Located at 1001 North Shoreline Boulevard from the ML
(Limited Industrial) and MM (General Industrial) Zoning Districts to the P (Planned
Community) Zoning District, to be read in title only, further reading waived (Exhibit 3 to
the EPC Staff Report);
4. Adopt a Resolution Recommending that the City Council Approve a Planned
Community Permit and Development Review Permit to Construct a Seven- Story,
203-Unit Apartment Building with Two Levels of Podium Parking and 3,000 Square Feet of
Ground-Floor Commercial Space, Seven-Story, 100-Condominium-Unit Residential
Building with Two Levels of Podium Parking, and a Six-Level Office Parking Structure
Project, and a Heritage Tree Removal Permit for the Removal of 23 Heritage Trees on a
7.81-Acre Site Located at 1001 North Shoreline Boulevard, to be read in title only, further
reading waived (Exhibit 4 to the EPC Staff Report) with the following modifications: revise
Condition No. 23 to provide an option for a non-retail neighborhood service use in the
space proposed for ground floor commercial use, and recommend using community
benefit funds to improve San Veron Park and other pedestrian and bike improvement
projects in the area; and
5. Adopt a Resolution Recommending that the City Council Approve a Vesting Tentative
Map to Create Four Lots of which Three Are for Condominium Purposes, and a Common
Lot at 1001 North Shoreline Boulevard, to be read in title only, further reading waived
(Exhibit 5 to the EPC Staff Report).
The motion passed by the following vote:

Principal Planner Eric Anderson announced the upcoming meeting topic. Chair Cox
provided an update on Livable California.

This meeting will be conducted in accordance with State of California Executive Order
N-29-20, dated March 17, 2020. All members of the Environmental Planning Commission
will participate in the meeting by video conference, with no physical meeting location.
Members of the public wishing to observe the meeting live may do so at

and on Comcast Channel 26.
Members of the public wishing to comment on an item on the agenda may do so in the
following ways:
1. Email comments to epc@mountainview.gov by 5:00 p.m. on May 6. Emails will be
forwarded to the Environmental Planning Commission. Emails received after 5:00 p.m.
and prior to the Chair announcing that public comment is closed for each item will be
read into the record by staff at the meeting (up to 3 minutes, at the discretion of the
Chair). IMPORTANT: identify the Agenda Item number in the subject line of your email.

4. ORAL COMMUNICATIONS FROM THE PUBLIC

item of business shall be taken up by the Commission after 10:00 p.m. unless the Commission has determined by
majority vote to set aside this policy. In the event it appears that the entire agenda cannot be completed by the normal time
of adjournment, the Commission may take up and act upon the more pressing agenda items. All agenda items not
considered at the meeting shall be on the agenda of the next regular, special, or adjourned regular meeting unless the
Commission directs otherwise.

ADDRESSING THE COMMISSION:
Anyone wishing to address the Commission on a nonagenda item may do so during the Oral Communications portion of
the agenda. Speakers are allowed to speak one time on any number of topics for up to three minutes.
An individual speaker shall have up to 3 minutes to address the Commission. For any agenda item or for Oral
Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking
time to no less than 1.5 minutes per speaker unless there is an objection from Commission by majority vote.
Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a
member of the public who utilizes a translator.
