CALL TO ORDER Chair Dempsey called the meeting of the Environmental Planning Commission to order at 7:06 p.m. 2. ROLL CALL Present 7 - Commissioner Chris Clark, Commissioner Bill Cranston, Commissioner Paul Donahue, Commissioner Alex Nunez, Vice Chair Hank Dempsey, Vice Chair Jose Gutierrez and Commissioner Joyce Yin 3. MINUTES APPROVAL - NONE. 4. ORAL COMMUNICATIONS FROM THE PUBLIC Chair Dempsey opened the floor at 7:09 p.m. to public testimony, asking if anyone from the public wished to speak on anything not on the agenda. No members of the public wished to speak. Public testimony concluded at 7:10 p.m. 5. PUBLIC HEARING 5.1 Minor Downtown Precise Plan Amendments Commissioner Clark recused himself due to conflict of interest because of the proximity of his residence to the project. Economic Vitality Strategist Amanda Rotella gave an oral staff presentation and answered questions from the Environmental Planning Commission. Acting Advanced Planning Manager Diana Pancholi made clarifications to the proposed amendments in the staff report. Chair Dempsey opened the floor at 7:32 p.m. to public testimony, asking if anyone from the public wished to speak on this item. No members of the public wished to speak. Public Testimony concluded at 7:32 p.m. The EPC deliberated on this item. NEW BUSINESS 6.1 EPC Work Plan FY 2024-25 Commissioner Clark rejoined the meeting of the EPC. Acting Advanced Planning Manager Diana Pancholi gave an oral staff presentation and responded questions from the Environmental Planning Commission with the aid of Assistant Community Development Director Amber Blizinski. Chair Dempsey opened the floor at 7:55 p.m. to public testimony, asking if anyone from the public wished to speak on this item. No members of the public wished to speak. Public Testimony concluded at 7:55 p.m. The EPC deliberated on this item. MOTION - MS - Nunez/ Cranston - To: Submit the FY 2024-25 Environmental Planning Commission Work Plan to City Council for approval. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Acting Advanced Planning Manager Diana Pancholi announced items for review that will be on the upcoming EPC agenda. 8. An individual speaker shall have up to three minutes to address the Commission. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from the Commission by majority vote. If requested in advance of the public input portion of the agenda item to the Chair or dais staff, a speaker who represents five or more members of the public in attendance who complete cards but elect not to speak may have up to 10 minutes to address the Commission, if the Chair determines that such extension will reduce the total number of speakers who planned to speak.
