1. CALL TO ORDER
Chair Sylvester called the meeting to order at 6:33 p.m.
2. ROLL CALL

3. MINUTES APPROVAL
3.1 Minutes approval for April, 1, 2021
M/S - Ball/Sylvester - Minutes for the April 1, 2021, regular meeting were approved with
the following modifications:
Item 7 - Second paragraph, third line: replace were with where.
Yes: 7- Commissioner Ball, Commissioner Lin, Commissioner Nwokidu, Commissioner
Solomon, Commissioner Webb, Vice Chair Romero, and Chair Sylvester
4. ORAL COMMUNICATIONS FROM THE PUBLIC

6.1 Multicultural Engagement Program (MEP) Update
Community Outreach Coordinator Nancy Ducos provided the presentation.

6.2 Development of the HRC Work Plan for Fiscal Year (FY) 2021-22
Assistant to the City Manager Gilmore provided a work plan update for the Commission
discussion and consideration of potential projects for Fiscal Year 2021-22. After dialogue
and discussion, the Commission provided input on their potential projects for next fiscal
year.

7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
REPORTS
Commissioner Lin, Vice Chair Romero, and Chair Sylvester provided an update on the
status of the Safe Parking Subcommittee.
Chair Sylvester shared that May is Mental Health Awareness Month and that mental
health resources can be found at www.chacmv.org.
Chair Sylvester announced that Supervisor Joe Simitian will host a series of panel
discussions titled “Understanding the Asian American and Pacific Islander (AAPI)
Experience,” beginning May 13.
Assistant City Manager Ramberg announced the following:
-The Project Homekey virtual grand opening was held on May 6.
-The City Council will hold a budget hearing on June 8 and adopt the budget on June 22.
-The City's Strategic Roadmap will go before the City Council for adoption on June 22.
8. ADJOURNMENT
Chair Sylvester adjourned the meeting at 9:50 p.m.

This meeting will be conducted in accordance with State of California Executive Order
N-29-20, dated March 17, 2020. All members of the Human Relations Commission will
participate in the meeting by video conference, with no physical meeting location.
Members of the public wishing to comment on an item may do so in the following ways:
1. Email comments to hrc@mountainview.gov by 5:00 p.m. on the meeting date. Emails
will be forwarded to the Human Relations Commission. Please identify the Agenda Item
number in the subject line of your email. All emails received will be entered into the
record for the meeting.
2. Provide oral public comments during the meeting:

Recommendation: Minutes for the April 1, 2021, regular meeting have been delivered to
the Commissioners and a copy posted to the City Hall bulletin board.
If there are no corrections or additions, a motion is in order to approve
these minutes.

4. ORAL COMMUNICATIONS FROM THE PUBLIC
This portion of the meeting is reserved for persons wishing to address the Commission
on any matter not on the agenda. Speakers are limited to three minutes. State law
prohibits the Commission from acting on non-agenda items.
5. UNFINISHED BUSINESS
None.
6. NEW BUSINESS
6.1 Multicultural Engagement Program (MEP) Update
Recommendation: The Commission will receive an informational update from the
Multicultural Engagement Program (MEP).
No action will be taken on this item.
6.2 Development of the HRC Work Plan for Fiscal Year (FY) 2021-22
Recommendation: Staff will provide a work plan update for the Commission discussion
and consideration of potential projects for fiscal year 2021-22.
Action may be taken on this item.

Anyone wishing to address the Commission on an item not on the agenda may do so during the Oral Communications
portion of the agenda. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a
large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is
an objection from the Commission by majority vote.
Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a
member of the public who utilizes a translator.
