City of Mountain View Minutes Human Relations Commission Thursday, September 2, 2021 6:30 PM Video Conference with No Physical Meeting Location 1. CALL TO ORDER Chair Sylvester called the meeting to order at 6:31 p.m. and turned the meeting over to Vice Chair Romero. 2. ROLL CALL Commissioner Lin joined the meeting at 6:37 pm. Commissioner Ball joined the meeting at 6:51 p.m. Present 7 - Commissioner Kevin Ball, Commissioner Annette Lin, Commissioner Nirvana Nwokidu, Commissioner Julie Solomon, Commissioner Xavier Webb, Vice Chair Fernando Romero, and Chair IdaRose Sylvester 3. MINUTES APPROVAL 3.1 Minutes approval for June 3, 2021 M/S - Sylvester/Nwokidu - Minutes for the June 3, 2021, regular meeting were approved with no modifications. Yes: 6- Commissioner Ball, Commissioner Nwokidu, Commissioner Solomon, Commissioner Webb, Vice Chair Romero, and Chair Sylvester Abstain: 1- Commissioner Lin 4. ORAL COMMUNICATIONS FROM THE PUBLIC None. 5. UNFINISHED BUSINESS 5.1 Safe Parking Subcommittee Update Commissioner Lin, Vice Chair Romero, and Chair Sylvester provided an update. The Safe Parking subcommittee is completing their interviews with safe parking residents. Stories will be posted to the City's website this fall. 6. NEW BUSINESS None. 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Item 7 was taken out of agenda order. City of Mountain View Page 1 Human Relations Commission Minutes September 2, 2021 Assistant City Manager Ramberg shared that the Executive Order that allows City's to hold meetings remotely during the pandemic will expire on September 30. The City will continue to hold Council and Advisory Body meetings remotely through the end of September. The City will provide direction to Advisory Bodies on changes to the requirements for Brown Act meetings as soon as possible. ACM Ramberg invited Commissioners to contact her with any questions or thoughts regarding returning to in person meetings. Commissioner Solomon asked if it was possible to receive an update from staff on the status of Immigrant Needs and Assessments recommendations at a future HRC meeting. Chair Sylvester asked staff if they had additional information on the Celebration of Service event scheduled for September 27. Chair Sylvester announced that she and Commissioners Solomon and Lin met with the PSAB over the summer and discussed the findings from the 2020 Listening Forums. 8. All members of the Human Relations Commission will participate in the meeting by video conference, with no physical meeting location. Emails will be forwarded to the Human Relations Commission. Please identify the Agenda Item number in the subject line of your email. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda items. 5. UNFINISHED BUSINESS 5.1 Safe Parking Subcommittee Update Recommendation: The Safe Parking Subcommittee will present an oral update. No action will be taken on this item. 6. NEW BUSINESS None. 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Commission at this time. 8.
