1. CALL TO ORDER
Chair Sylvester called the meeting to order at 6:32 p.m.
2. ROLL CALL
Commissioner Webb joined the meeting at 6:48 p.m.

3. MINUTES APPROVAL
3.1 Minutes approval for September 2, 2021
M/S - Solomon/Ball - Minutes for the September 2, 2021, regular meeting were approved
with no modifications.
Yes: 6- Commissioner Ball, Commissioner Lin, Commissioner Nwokidu, Commissioner
Solomon, Vice Chair Romero, and Chair Sylvester
Absent: 1- Commissioner Webb
4. ORAL COMMUNICATIONS FROM THE PUBLIC
None.
5. UNFINISHED BUSINESS
5.1 Safe Parking Subcommittee Update
Chair Sylvester, Vice Chair Romero, and Commissioner Lin provided an update. The Safe
Parking Subcommittee completed their interviews with safe parking residents. Stories
will be posted to the City's website in November to coincide with National Hunger and
Homelessness Awareness Month.
6. NEW BUSINESS
6.1 Review of the Fiscal Year 2021-22 Work Plan
Assistant City Manager Ramberg provided an oral update on the City Council adopted
Fiscal Year 2021-22 Work Plan.

6.2 2022 Multicultural Festival
Assistant to the City Manager Gilmore provided an oral update. The Commission
selected March 26, 2022, as the primary date and April 2, 2022, as the secondary date
for the 2022 Multicultural Festival.
6.3 Subcommittee Appointments
The Commission made the following subcommittee appointments:
-Color of Law Subcommittee - Commissioners Solomon, Webb, and Chair Sylvester
-Racial Reconciliation Subcommittee - Commissioners Ball, Nwokidu, and Webb
-Multicultural Festival - Commissioner Webb
-Bystander Training - Chair Sylvester and Commissioner Lin
The HRC will carry forward the Homelessness Storytelling work plan item to the Fiscal
Year 2022-23 work plan and form a subcommittee at its June 2022 meeting.
6.4 Fiscal Year 2021-22 Human Relations Commission Meeting
Schedule

6.5 Election of Commission Vice Chair

7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
REPORTS
Commissioner Solomon and Chair Sylvester announced that they attended the 25th
Anniversary Celebration of the Mountain View Day Workers Center.
Commissioner Webb announced that he is volunteering to assemble hygiene kits for the
homeless and will serve as a mentor to Afghan refugees immigrating to the U.S.
Vice Chair Lin attended a community gathering event hosted by the Mountain View Police
Department on October 4.
Commissioner Ball noted that Pfizer submitted its COVID-19 vaccine for FDA approval
for children 5-11 years old.
Assistant City Manager Ramberg shared that Assembly Bill 315 allows local
governments to make monthly findings to allow City Council and Advisory Bodies to meet
remotely during the COVID-19 pandemic.

This meeting will be conducted in accordance with City of Mountain View City Council
Resolution No. 18603 in accordance with Assembly Bill 361. All members of the Human
Relations Commission will participate in the meeting by video conference, with no
physical meeting location.
Members of the public wishing to comment on an item may do so in the following ways:

will be forwarded to the Human Relations Commission. Please identify the Agenda Item
number in the subject line of your email. All emails received will be entered into the
record for the meeting.

6.5 Election of Commission Vice Chair
Recommendation: The HR Vice Chair is responsible for supporting the Chair and serving
in the Chair role in the event of an absence. The Chair will accept
nominations for the role of Vice Chair for the remainder of 2021.

ADDRESSING THE COMMISSION:
Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair.
Anyone wishing to address the Commission on an item not on the agenda may do so during the Oral Communications
portion of the agenda. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a
large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is
an objection from the Commission by majority vote.
Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a
member of the public who utilizes a translator.
