City of Mountain View Minutes Human Relations Commission Thursday, March 3, 2022 6:30 PM Video Conference with No Physical Meeting Location 1. CALL TO ORDER Chair Lin called the meeting to order at 6:36 p.m. 2. ROLL CALL Present 6- Commissioner Kevin Ball, Commissioner Nirvana Nwokidu, Commissioner Julie Solomon, Commissioner Xavier Webb, Vice Chair IdaRose Sylvester, and Chair Annette Lin 3. MINUTES APPROVAL 3.1 Minutes approval for February 3, 2022 M/S - Solomon/Lin - Minutes for the February 3, 2022, regular meeting were approved with the following modifications: Item 7 - Change Commissioner Sylvester to Vice-Chair Sylvester. 4. ORAL COMMUNICATIONS FROM THE PUBLIC None. 5. UNFINISHED BUSINESS 5.1 Color of Law Subcommittee Commissioners Solomon, Webb, and Vice-Chair Sylvester provided the update. The Subcommittee continues to conduct research, review archives, and collect other source material for the event. The Subcommittee is finalizing a survey to solicit community stories to be released in March. 5.2 Racial Reconciliation Subcommittee Commissioners Nwokidu, Ball, and Webb provided the update. The Subcommittee will review proposals at their next meeting in March to select a facilitator for the June event. 5.3 Bystander Training Subcommittee Chair Lin and Vice-Chair Sylvester provided the update. The Subcommittee recommends that the commission consider carrying over this work item to the FY 2022-23 work plan when the HRC discusses work plan items for the next fiscal year at its May meeting. 5.4 Multicultural Festival Subcommittee City of Mountain View Page 1 Human Relations Commission Minutes March 3, 2022 Commissioner Webb provided the update. The Multicultural Festival is moving ahead as planned and is scheduled for Saturday, March 26, from 11 am -2 pm. Commissioners will receive an email to sign up to serve as an emcee during the event. 6. NEW BUSINESS 6.1 Presentation of the Community Development Block Grant (CDBG) and HOME Investment Partnership Funding Programs Item 6.1 taken out of agenda order. Housing and Neighborhood Services Manager Micaela Hellman-Tincher gave the presentation. 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Commissioner Solomon asked if commissioners had heard of any issues or concerns from members of the Russian community regarding the war or if the City Council had stated support in solidarity with Ukraine. Commissioner Solomon shared that the Santa Clara County Board of Supervisors directed staff to return in November 2022 with a draft plan for a municipally owned broadband service for their consideration. Commissioner Solomon shared that the City of San Jose City Council directed staff to explore options to extend voting rights to non-citizens for their consideration. Assistant to the City Manager Gilmore provided an update on the recruitment for the current HRC vacancy. 8. ADJOURNMENT Chair Lin adjourned the meeting at 8:09 p.m. City of Mountain View Page 2

ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda items. 5. UNFINISHED BUSINESS 5.1 Color of Law Subcommittee Recommendation: The Color of Law Subcommittee will present an oral update. No action will be taken on this item. 5.2 Racial Reconciliation Subcommittee Recommendation: The Racial Reconciliation Subcommittee will present an oral update. No action will be taken on this item. 5.3 Bystander Training Subcommittee Recommendation: The Bystander Training Subcommittee will present an oral update. No action will be taken on this item. 5.4 Multicultural Festival Subcommittee Recommendation: The Multicultural Festival Subcommittee will present an oral update. NEW BUSINESS 6.1 Presentation of the Community Development Block Grant (CDBG) and HOME Investment Partnership Funding Programs Recommendation: The Commission will receive an informational update about the Community Development Block Grant (CDBG) and HOME Investment Partnership Funding Programs. No Action will be taken on this item. 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Commission at this time. 8.
