CALL TO ORDER Vice Chair Mitchner called the meeting to order at 7:00 p.m. 2. ROLL CALL Present 4- Commissioner Ronit Bryant, Commissioner Steve Filios, Commissioner Russell Devine, and Vice Chair Joe Mitchner Absent 1- Chair Jonathan Herbach 3. MINUTES APPROVAL 3.1 Approval of Minutes M/S Bryant/Filios to approve the January 16, 2020 minutes. Yes: 4- Commissioner Bryant, Commissioner Filios, Vice Chair Mitchner, and Commissioner Devine Absent: 1- Chair Herbach 4. ORAL COMMUNICATIONS FROM THE PUBLIC 5. NEW BUSINESS 5.1 Heritage Tree Appeal - 1859 Elsie Avenue Forestry and Roadway Manager Jakob Trconic presented an oral report and answered the Commission's questions. The applicant and the appellant addressed the Commission. Speaking from the floor: • Annie Cheilek M/S Bryant/Filios - To defer the decision to enable staff to work with the Planning division and the homeowner to find an acceptable alternative to taking out the tree, and return to the PRC if necessary. Yes: 4- Commissioner Bryant, Commissioner Filios, Vice Chair Mitchner, and Commissioner Devine Absent: 1- Chair Herbach City of Mountain View Page 1 Parks and Recreation Commission Minutes - Final February 12, 2020 and Urban Forestry Board 5.2 Park Land Ordinance Review of Modifications Senior Management Analyst Brady Ruebusch, Real Property Program Administrator Angela LaMonica, and Deputy Zoning Administrator Lindsay Hagan presented an oral report and answered the Commission's questions. Speaking from the floor: • Summer Hill Homes Representative, John Hickey The Commission was supportive of staff’s proposal for providing additional certainty for land values and park land dedication in-lieu fees to developers. The Commission was supportive of staff’s recommendation of one open space credit for Privately Owned Publicly Accessible open space (POPA) as long as the POPA was clearly available to the public through prominent frontage and adequate signage, and be just as welcoming and inviting to residents as any other parks in the City. The Commission requested staff review the list of elements and remove ones that are less likely to function successfully as publicly accessible open spaces (for example, the Community Gardens). 6. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Staff answered the Commission's questions regarding the following: • PRC workplan • Community Tree Master Plan • Recreation Plan Community Services Director John Marchant updated the Commission on the following: • Canopy contract • Council goal regarding teen mental health • McKelvey/Shaefer • Arbor Day • Summer Camp Fair Vice Chair Mitchner adjourned the meeting at 9:36 p.m. City of Mountain View Page 2
