Parks and Recreation Commission and Urban Forestry Board
Wednesday, May 13, 2020 7:00 PM Video Conference with No Physical Meeting Location
This meeting was conducted in accordance with State of California Executive Order
N-29-20, dated March 17, 2020. All members of the Parks and Recreation Commission
participated in the meeting by video conference, with no physical meeting location.
1. CALL TO ORDER
Chair Herbach called the meeting to order at 7:00 p.m.
2. ROLL CALL
Present 5- Commissioner Ronit Bryant, Commissioner Steve Filios, Commissioner Russell
Devine, Vice Chair Joe Mitchner, and Chair Jonathan Herbach
3. MINUTES APPROVAL
3.1 Approval of Minutes
M/S Mitchner/Filios - To approve the March 11, 2020 minutes as amended.

5. PRESENTATION
5.1 Update from Community Services Director Regarding COVID-19
Response and Next Steps
Mayor Abe-Koga and Community Services Director Marchant presented an update and
the City's response and next steps regarding COVID-19. The Commission provided
feedback.
5.2 Overview of Brown Act
Senior Deputy City Attorney Diana Fazely presented and answered the Commission's
questions.

6. NEW BUSINESS
6.1 Fiscal Year 2020-21 Park Land Dedication Fund Recommendation
Senior Management Analyst Brady Ruebusch provided an oral report and answered the
Commission's questions.
M/S Bryant/Herbach - To approve staff's recommendation to forward a recommendation to
the City Council committing Park Land Dedication In-Lieu fees refunds and Investment
Earnings in the amount of $1,035,000 (Fiscal Year 2018-19 Refund and Fiscal Year
2018-19 Investment Earnings) to the Sylvan Park Trellis ($600,000) and Sand Volleyball
Court at Sylvan Park ($435,000) as described in this presentation and Attachment 1 of
the memo.
Yes: 5- Commissioner Bryant, Commissioner Filios, Commissioner Devine, Vice Chair
Mitchner, and Chair Herbach
Commissioner Devine recused himself from this portion of the meeting due to a conflict of
interest because of the distance of his residence to Rengstorff Park.
M/S Bryant/Filios - To approve staff's recommendation to forward a recommendation to
the City Council committing Park Land Dedication In-Lieu fees in the amount of $600,000
(Park Land Dedication In-Lieu fees from June 2017) to the Rengstorff Maintenance and
Tennis Buildings Design as described in this presentation and Attachment 1 of the
memo.

Herbach
Recused: 1- Commissioner Devine
7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE

Community Services Director Marchant updated the Commission on the following:
• Upcoming PRC schedule
• PRC Workplan and future items/projects
• Current Heritage Tree appeals and process moving forward

Chair Herbach adjourned the meeting at 9:12 p.m.

forwarded to the Parks and Recreation Commission. Emails received after 5:00 p.m. and
prior to the Chair announcing that public comment is closed for each item will be read
into the record at the meeting (up to 3 minutes, at the discretion of the Chair).
