Wednesday, September 8, 2021 7:00 PM Video Conference with No Physical Meeting Location
This meeting was conducted in accordance with State of California Executive Order
N-29-20, dated March 17, 2020 and State of California Executive Order N-08-21, dated
June 11, 2021. All members of the Parks and Recreation Commission participated in the
meeting by video conference, with no physical meeting location.
1. CALL TO ORDER
Chair Mitchner brought the meeting to order at 7:02 p.m.

5.1 Heritage Tree Appeal - 1134 Nilda Avenue
Commissioner Filios recused himself from this item due to the close proximity of his
residence to the Heritage Tree.
Forestry & Roadway Manager Trconic provided a presentation and answered the
Commission's questions.

M/S Sommer/Bryant - To adopt a Resolution of the Urban Forestry Board of the City of
Mountain View to Deny the Appeal, Uphold Staff’s Decision, and Allow the Removal of
One Heritage Tree at 1134 Nilda Avenue, to be read in title only, further reading waived
(Attachment 1 to the memorandum) with a provision that two replacement trees be
planted.
Commissioner Sommer amended her motion to adopt a Resolution of the Urban Forestry
Board of the City of Mountain View to Deny the Appeal, Uphold Staff’s Decision, and
Allow the Removal of One Heritage Tree at 1134 Nilda Avenue, to be read in title only,
further reading waived (Attachment 1 to the memorandum) with a single 15 gallon
replacement tree. Commissioner Bryant approved the amendment. The Commission
voted on the amended motion.

5.3 Shoreline Boulevard Interim Bus Lane and Utility Improvements,
Project 18-43-Heritage Tree Removal and Mitigation
Senior Civil Engineer Andy Chang provided a presentation and answered the
Commission's questions.

M/S Bryant/Filios - That the PRC does not recommend taking out an additional 11
heritage trees at the intersection of Middlefield and Shoreline.
The PRC finds that removing an additional 11 heritage trees at the intersection will
significantly decrease canopy coverage, biodiversity, and walkability in the surrounding
area. Heritage tree mitigation measures will not change the resultant heat-island effect
and car-first, freeway look of this important intersection in the heart of an increasingly
residential area, in close proximity to schools and the downtown.
The PRC notes that the EIR found that even with the addition of the left-turn lanes, the
Shoreline/Middlefield intersection will experience a significant unavoidable impact. The
PRC does not believe there is justification for taking out heritage trees to enable the
building of additional left-turns.

5.4 Rengstorff Park Aquatics Center Replacement, Design, Project
18-38-Commitment of Park Land Dedication Funds
Senior Project Manager David Printy provided a presentation and answered the
Commission's questions.

design for Rengstorff Park Aquatics Center Replacement, Project 18-38.

Commissioner Bryant provided comments regarding Fayette Greenway.
Commissioner Mitchner reminded the Commissioner about the Celebration of Service
event.

5.3 Shoreline Boulevard Interim Bus Lane and Utility Improvements, Project
18-43-Heritage Tree Removal and Mitigation
Recommendation: Review the proposed Heritage tree removals and mitigation for
Shoreline Boulevard Interim Bus Lane and Utility Improvements,
Project 18-43, and forward a recommendation to the City Council to
approve the staff-recommended removal and mitigation for 11 Heritage
trees with a 2-to-1 tree replacement ratio with 24” box trees.
