City of Mountain View Minutes - Final Parks and Recreation Commission and Urban Forestry Board Wednesday, November 3, 2021 7:00 PM Video Conference with No Physical Meeting Location This meeting was conducted in accordance with City of Mountain View City Council Resolution No. 18613 in accordance with Assembly Bill 361. All members of the Parks and Recreation Commission participated in the meeting by video conference, with no physical meeting location. 1. CALL TO ORDER Chair Mitchner called the meeting to order at 7:01 p.m. 2. ROLL CALL Present 4- Commissioner Steve Filios, Commissioner Sandy Sommer, Vice Chair Ronit Bryant, and Chair Joe Mitchner Absent 1- Commissioner Jonathan Herbach 3. MINUTES APPROVAL 3.1 Minutes Approval M/S Bryant/Filios - To approve the September 8, 2021 minutes. Yes: 4- Commissioner Filios, Commissioner Sommer, Vice Chair Bryant, and Chair Mitchner Absent: 1- Commissioner Herbach 4. NEW BUSINESS Chair Mitchner announced representatives for the Gateway Pollinator Habitat requested Item 6.2 be moved up on the agenda due to a scheduling conflict with the presenter. M/S Sommer/Filios - To move Item 6.2 to beginning of New Business, prior to the Heritage Tree Appeal. Yes: 4- Commissioner Filios, Commissioner Sommer, Vice Chair Bryant, and Chair Mitchner Absent: 1- Commissioner Herbach 6.2 Cuesta Gateway Pollinator Habitat Presentation Assistant Community Services Director Sylvia provided a presentation. Green Spaces Mountain View representative, Bruce England answered the Commission's questions. Speaking from the floor expressing support: • Matthew Dodder 5.1 Heritage Tree Appeal-1610 Yale Drive Forestry & Roadway Manager Trconic presented a report and answered the Commission's questions. Garvin • Bob Zamani M/S Filios/Sommer - To approve staff's recommendation to adopt a Resolution of the Urban Forestry Board of the City of Mountain View to Deny the Appeal, Uphold Staff’s Decision, and Allow Removal of One Heritage Tree at 1610 Yale Drive, to be read in titleonly, further reading waived (Attachment 1 to the UFB memorandum) and that mitigation be two 24 inch box trees. PRESENTATION 6.1 Mountain View Tennis Annual Update Mountain View Tennis Representatives John Togasaki and Todd Dissly provided a presentation and answered the Commissions questions. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Community Services Director Marchant updated the Commission on the following: • Department staffing • Upcoming PRC meeting items Parks & Open Space Manager Youngberg updated the Commission on the following: • Playground surfaces • Eagle Park tree plan • Irrigation plan • Gopher management Recreation Manager Crosby updated the Commission on the following: • Special events • COVID-19 vaccinations • Rengstorff Park Aquatics Center • Pickleball Commissioner Bryant commented on the following: • Special events • Heritage Tree mitigation process The Commissioners commented on pickleball. 8.
