City of Mountain View Minutes - Final Parks and Recreation Commission and Urban Forestry Board Wednesday, February 9, 2022 7:00 PM Video Conference with No Physical Meeting Location This meeting was conducted in accordance with California Government Code §54953(e) as authorized by resolution of the City Council. All members of the Parks and Recreation Commission participated in the meeting by video conference, with no physical meeting location. 1. CALL TO ORDER Chair Bryant called the meeting to order at 7:02 p.m. 2. ROLL CALL Present 5- Commissioner Jonathan Davis, Vice Chair Steve Filios, Commissioner Sandy Sommer, Chair Ronit Bryant, and Commissioner Joe Mitchner 3. MINUTES APPROVAL 3.1 Minutes Approval M/S Filios/Mitchner - To approve the January 19, 2022 minutes. Yes: 5- Commissioner Davis, Vice Chair Filios, Commissioner Sommer, Chair Bryant, and Commissioner Mitchner 4. ORAL COMMUNICATIONS FROM THE PUBLIC Speaking from the floor regarding pickleball: • Monica Williams • Sharon • Steve Everrett • Helen Carroll • Alice McGuckin • Paige Kolze • Jerold Pearson Recreation Manager Crosby provided an update regarding pickleball outreach. 5. NEW BUSINESS City of Mountain View Page 1 Parks and Recreation Commission Minutes - Final February 9, 2022 and Urban Forestry Board 5.1 Heritage Tree Appeal - 501 Moorpark Way, No. 94 Forestry Coordinator Feisthamel presented a report and answered the Commission's questions. Speaking from the floor: • Sara McMahon • Mei Sousa M/S - Sommer/Davis - To Adopt a Resolution of the Urban Forestry Board of the City of Mountain View to Deny the Appeal, Uphold Staff's Decision, and Deny the Removal of One Heritage Tree at 501 Moorpark Way, No. 94, to be read in title only, further reading waived (Attachment 1 to the memorandum). Yes: 5- Commissioner Davis, Vice Chair Filios, Commissioner Sommer, Chair Bryant, and Commissioner Mitchner 6. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS The Commissioners addressed public comment regarding pickleball. CSD Director Marchant provided an update on the following: • Upcoming PRC items • Monta Loma redesign process • Staffing • Michael's restaurant • Golf course Assistant CSD Director Sylvia provided an update on the following: • Heritage Tree public notification process Recreation Manager Crosby provided an update on the following: • Upcoming special events 7. NEW BUSINESS 5.1 Heritage Tree Appeal - 501 Moorpark Way, No. 94 Recommendation: Adopt a Resolution of the Urban Forestry Board of the City of Mountain View to Deny the Appeal, Uphold Staff's Decision, and Deny the Removal of One Heritage Tree at 501 Moorpark Way, No. 94, to be read in title only, further reading waived (Attachment 1 to the memorandum). For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from the Commission by majority vote. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
