City of Mountain View Minutes - Final Parks and Recreation Commission and Urban Forestry Board Wednesday, May 11, 2022 7:00 PM Video Conference with No Physical Meeting Location During this declared state of emergency, the meeting was conducted in accordance with California Government Code §54953(e) as authorized by resolution of the City Council. Please contact city.clerk@mountainview.gov to obtain a copy of the applicable resolution. All members of the Parks and Recreation Commission participated in the meeting by video conference, with no physical meeting location. 1. CALL TO ORDER Chair Bryant called the meeting to order at 7:03 p.m. 2. ROLL CALL Present 5- Commissioner Jonathan Davis, Commissioner Joe Mitchner, Commissioner Sandy Sommer, Vice Chair Steve Filios, and Chair Ronit Bryant 3. MINUTES APPROVAL 3.1 Minutes Approval M/S Mitchner/Sommer - To approve the April 13, 2022 minutes. Yes: 5- Commissioner Davis, Commissioner Mitchner, Commissioner Sommer, Vice Chair Filios, and Chair Bryant 4. ORAL COMMUNICATIONS FROM THE PUBLIC - None 5. NEW BUSINESS 5.1 El Camino Real Pedestrian and Bike Improvements, Project 20-61-Heritage Tree Mitigation Assistant Engineer Hoa Nguyen presented a report and answered the Commission's questions. M/S Sommer/Filios - To forward a recommendation for a replacement at a 5:1 mitigation ratio with the preference that at least two of the replacement trees be located on site at 96 West El Camino Real and the remaining replacement trees be located within the CalTrans medians in Mountain View or along the El Camino corridor somewhere in locations that are in need of trees, and the tree list to be as specified in the staff report, which consists of two canopy trees and two under story trees that may also be increasing the greenery of the El Camino corridor. Speaking from the floor: • Peying Lee M/S Filios/Davis - To provide a recommendation to the City Council to appropriate $3,850,000 from the Park Land Dedication Fund to three projects as shown in Attachment 1. Yes: 5- Commissioner Davis, Commissioner Mitchner, Commissioner Sommer, Vice Chair Filios, and Chair Bryant 6. COMMISSION ANNOUNCEMENTS Community Services Director Marchant updated the Commission on the following: • CSD Project Updates/City Council meeting • Rengstorff Pool construction • Recreation events 7. MINUTES APPROVAL 3.1 Minutes Approval Recommendation: Approve the April 13, 2022 minutes. Attachments: Minutes 4. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda items. 5. NEW BUSINESS 5.1 El Camino Real Pedestrian and Bike Improvements, Project 20-61-Heritage Tree Mitigation Recommendation: Review the proposed Heritage tree mitigation for El Camino Real Pedestrian and Bike Improvements, Project 20-61, and forward a recommendation to the City Council to approve the mitigation of two Heritage trees at 96 West El Camino Real, with replacement of a 2:1 tree replacement ratio, with the planting of two 24-inch box trees in the new planting area being installed at the site and two 24-inch box trees nearby in the center median of El Camino Real. Attachments: Memo 5.2 Fiscal Year 2022-23 Park Land Dedication Fund Recommendation and Community Services Projects Update Recommendation: 1. Provide a recommendation to the City Council to appropriate $3,850,000 from the Park Land Dedication Fund to three projects as shown in Attachment 1. 2. Receive a presentation from staff on the status of current Community Services Department projects. COMMISSION ANNOUNCEMENTS No action will be taken on any questions raised by the Commission at this time.
