City of Mountain View Minutes - Final Parks and Recreation Commission and Urban Forestry Board Wednesday, January 18, 2023 7:00 PM Video Conference with No Physical Meeting Location During this declared state of emergency, the meeting was conducted in accordance with California Government Code §54953(e) as authorized by resolution. Please contact city.clerk@mountainview.gov to obtain a copy of the applicable resolution. All members of the Parks and Recreation Commission participated in the meeting by video conference, with no physical meeting location. 1. CALL TO ORDER Chair Bryant called the meeting to order at 7:01 p.m. 2. ROLL CALL Present 5- Commissioner Jonathan Davis, Commissioner Joe Mitchner, Vice Chair Sandy Sommer, Chair Steve Filios, and Commissioner Ronit Bryant 3. MINUTES APPROVAL 3.1 Minutes Approval M/S Davis/Sommer - To approve the December 14, 2022 minutes. Yes: 5- Commissioner Davis, Commissioner Mitchner, Vice Chair Sommer, Chair Filios, and Commissioner Bryant 4. ORAL COMMUNICATIONS FROM THE PUBLIC - None 5. NEW BUSINESS 5.1 Park Land Dedication Fund and Park-Related Projects-Midyear Update for Fiscal Year 2022-23 Senior Management Analyst Lindsay Wong provided a presentation and answered the Commission's questions. Speaking from the floor: • Martha Branch • Olga Bright 5.3 Community Services Department Master Plans Update Community Services Director John Marchant updated the Commission on the Shoreline Wildlife Management Plan. Assistant Community Services Director updated the Commission on the Biodiversity Plan. Recreation Manager Kristine Crosby updated the Commission on the Parks and Recreation Strategic Plan. 5.4 Election of Officers M/S Mitchner/Davis - To nominate and elect Steve Filios as Chairperson and Sandy Sommer as Vice Chairperson. Yes: 5- Commissioner Davis, Commissioner Mitchner, Vice Chair Sommer, Chair Filios, and Commissioner Bryant 6. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Assistant Community Services Director Brenda Sylvia updated the Commission on the following: • Storm damage • Tree walk Recreation Manager Kristine Crosby updated the Commission on the following: • Pickleball Pilot Program • Activity Guide Community Services Director John Marchant updated the Commission on the following: • Upcoming PRC meeting items and schedule 7. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda items. 5. NEW BUSINESS 5.1 Park Land Dedication Fund and Park-Related Projects-Midyear Update for Fiscal Year 2022-23 Recommendation: Receive a report and presentation from Community Services Department staff as a midyear update on the Park Land Dedication Fund and Park Land Dedication In-Lieu fees. Attachments: Memorandum ATT 1 - Planning Areas Assessment and Map ATT 2 - Park Land Dedication Fund 5.2 Community Services Department Proposed Budget Requests for Fiscal Year 2023-24 Recommendation: Review and provide input on the Community Services Department’s proposed budget for Fiscal Year 2023-24. Attachments: Memorandum ATT 1 - Aquatics Fees 5.3 Community Services Department Master Plans Update Recommendation: Receive a staff update regarding the Community Services Department's Master Plans. 5.4 Election of Officers Recommendation: Nominate and elect Chairperson and Vice Chairperson. 6. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Commission at this time. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from the Commission by majority vote. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
