CALL TO ORDER Chair Filios called the meeting to order at 7:02 p.m. 2. ROLL CALL Present 4- Commissioner Jonathan Davis, Commissioner Joe Mitchner, Chair Steve Filios, and Commissioner Ronit Bryant Absent 1- Vice Chair Sandy Sommer 3. MINUTES APPROVAL 3.1 Minutes Approval M/S Davis/Bryant - To approve the January 18, 2023 minutes. 4. ORAL COMMUNICATIONS FROM THE PUBLIC - None 5. NEW BUSINESS City of Mountain View Page 1 Parks and Recreation Commission Minutes - Final February 15, 2023 and Urban Forestry Board 5.1 Plymouth Street to Space Park Way Realignment, Project 20-40-Tree Mitigation Principal Civil Engineer Robert Gonzales and Associate Engineer Marichrisse presented a report and answered the Commission's questions. Speaking from the floor: • Bill Leikam • Silja Paymer M/S Davis/Bryant - To forward a recommendation to the City Council to approve the tree mitigation plan for Plymouth Street to Space Park Way Realignment, Project 20-40, to include mitigation of 86 Heritage trees at a 2:1 tree replacement ratio, pending a revision of the planting plan to include greater biodiversity, greater canopy considerations and a greater percentage of native trees. And to postpone consideration of the off site mitigation tree numbers. Commissioner Bryant offered a friendly amendment to add 21 non-heritage trees at a 1:1 replacement ratio and to change "greater percentage of native trees " to "mostly native trees". Chair Filios accepted the friendly amendment and the Commission voted on the motion and friendly amendment. Yes: 4- Commissioner Davis, Commissioner Mitchner, Chair Filios, and Commissioner Bryant 5.2 Biodiversity Strategy and Urban Forest Plan Update SFEI Project Lead Brandon Herman provided an update on the Biodiversity Strategy and Urban Forest Plan and answered the Commission's questions. NEW BUSINESS 5.1 Plymouth Street to Space Park Way Realignment, Project 20-40-Tree Mitigation Recommendation: Review the proposed Heritage tree mitigation for Plymouth Street to Space Park Way Realignment, Project 20-40, and forward a recommendation to the City Council to approve the mitigation of 86 Heritage trees at a 2:1 tree replacement ratio, with the planting of eighty-four (84) 24” box trees within the project area, and 88 plantings in Shoreline at Mountain View.
