City of Mountain View Minutes - Final Parks and Recreation Commission and Urban Forestry Board Wednesday, December 13, 2023 7:00 PM Plaza Conference Room and Video Conference, 500 Castro St., Mountain View, CA 94041 This meeting was conducted with a virtual component. 1. CALL TO ORDER Chair Filios called the meeting to order at 7:00 p.m. 2. ROLL CALL Present 6 - Commissioner Ronit Bryant, Vice Chair Jonathan Davis, Commissioner Joe Mitchner, Commissioner Joe Mitchner, Chair Sandy Sommer, and Commissioner Steve Filios 3. MINUTES APPROVAL 3.1 Minutes Approval M/S Mitchner/Bryant - To approve the September 20, 2023 minutes. Yes: 5 - Commissioner Bryant, Vice Chair Davis, Commissioner Mitchner, Chair Sommer, and Commissioner Filios 4. ORAL COMMUNICATIONS FROM THE PUBLIC Speaking from the floor regarding: Housing developments and impacts to wildlife habitats and natural forestry • Daniel Shane Maintenance vehicles and bike lanes • Lada Adamic Tree removals and developments • Leslie Friedman 5. NEW BUSINESS City of Mountain View Page 1 Parks and Recreation Commission Minutes - Final December 13, 2023 and Urban Forestry Board 5.1 Parks and Recreation Strategic Plan Update Next Practice Partners representative Neelay Bhatt, WRT representative Deeksha Rawat and ETC representative Jason Morado provided an update and answered the Commission's questions. Chair Filios announced the meeting would take a break at 7:41 p.m. Chair Filios reconvened the meeting at 7:51 p.m. Speaking from the floor: • Bill Lambert • Lada Ademic • Daniel Shane • Bruce England • Devon Conley • Micki 5.2 2024 Parks and Recreation Commission Meeting Schedule Community Services Director Marchant provided a report. M/S Sommer/Bryant - To approve the proposed 2024 Parks and Recreation Commission meeting schedule. Yes: 5 - Commissioner Bryant, Vice Chair Davis, Commissioner Mitchner, Chair Sommer, and Commissioner Filios 6. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Community Services Director Marchant provided updates on the following: • Staffing • Tree lighting event • MVWSD JUA Assistant Community Services Director Brenda Sylvia introduced Urban Forest Manager Russell Hansen, recognized Urban Forest Supervisor Matt Feisthamel, and provided an update on the following: • Cooper Park Neighborhood meeting for the relocation of the Off Leash Dog Area • Shoreline 40th Anniversary • MVHS Eagle Park Monument event Assistant Community Services Director Kristine Crosby introduced new Recreation Manager Colin James and provided an update on the Pickleball Feasibility Study. Commissioner Bryant presented photos of Paris parks and requested an overview/debrief of new parks be added to the annual workplan. 7. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda items. 5. NEW BUSINESS 5.1 Parks and Recreation Strategic Plan Update Recommendation: Receive an update on the Parks and Recreation Strategic Plan related to initial findings, the upcoming community survey, and potential future touchpoints for Commission engagement. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Commission at this time. 7. The Commission may consider and act on items listed on the agenda in any order. Consideration of the matters noticed herein is not limited by the recommendations indicated herein. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
