1. CALL TO ORDER
Chair Palay called the meeting to order at 6:18p.m.
2. ROLL CALL
Committee Member Mirza arrived at 6:49p.m.
Present: 5- Committee Member Branyon, Committee Member Mirza, Committee Member Wise,
Vice Chair Donahue, and Chairperson Palay
3. MINUTES APPROVAL
3.1 Approval of Minutes.
The Performing Arts Committee approve the minutes of the November 15, 2017
meeting.
Yes: 4- Committee Member Branyon, Committee Member Wise, Vice Chair Donahue, and
Chairperson Palay
Excused: 1- Committee Member Mirza

5.1 One-Act Play Festival Subcommittee Report.

Bergmann of Foothill Drama Department's involvement with the project.

Chiam.

5.4 SecondStage Home Compay Program Selection Process.

Upstage Theatre's 501(c)(3) status.

Performing Arts Committee.

MOTION M/S Palay/Mirza - To:Update the Performing Arts Committee Ad Hoc
Committees list as follows: sunset the SecondStage Fee Waiver Program,
sunset the High School One-Act Festival program committee, remove the
year from the One-Act Play Festival Planning Committee title and replace
Chair Palay with Committee member Branyon, and update the title of 501(3)
(3) Formation Committee to MV Presents Liason Committee.
The motion carried by the following vote:
Yes: 5- Committee Member Branyon, Committee Member Mirza, Committee Member
Wise, Vice Chair Donahue, and Chairperson Palay
6.3 Brown Act Overview by the City Attorney's Office.

7.1 PAC Revenue and Expense Spreadsheet.
Each Committee member introduced themselves to new Committee member
Wise.
SPEAKING FROM THE FLOOR IN SUPPORT (OR IN OPPOSITION) AND/OR WITH
RECOMMENDATIONS AND CONCERNS: Rayond Chan introduced himself as a
former Committee member.
8. ADJOURNMENT - At 6:48 p.m., Chair Palay adjourned the meeting to the next
Performing Arts Committee meeting to be held on January 17, 2018, in the Atrium
Conference Room, 500 Castro Street.

the Performing Arts beginning the Friday before each regular meeting. Staff reports are also

Anyone who is planning to attend a meeting who is visually or hearing-impaired or has any
disability that needs special assistance should call the Mountain View Center for the

3.1 Approval of Minutes.
Recommendation: The Performing Arts Committee approve the minutes of the November 15, 2017 meeting.

5. UNFINISHED BUSINESS
5.1 One-Act Play Festival Subcommittee Report.
Recommendation: Background: The One-Act Play Festival Subcommittee was first formed in June 2013 and
has had several successful years of productions. Although there were no applications for
2018, the Performing Arts Committee (PAC) will be working on plans for the 2019
Festival.
Hear an update from the Subcommittee.
5.2 501(c)(3) Presents.
Recommendation: Background: With assistance and encouragement from PAC over several years, several
interested parties have incorporated as the 501(c)(3) entity MV Presents, which has a
goal of supporting MVCPA programs through fundraising and development of festivals.
Former Committee member Ray Chan is working with the 501(c)(3) formation
Subcommittee to coordinate that group's efforts with the Center.

5.3 SecondStage Fee Waiver Program.
Recommendation: Background: At the December 11, 2013 PAC meeting, the PAC approved a
SecondStage Fee Waiver Program and created a Subcommittee to review any
applications. The PAC provided their first fee waiver under this program at the
November 10, 2015 meeting.
Review all currently received fee waiver applications.

5.4 SecondStage Home Compay Program Selection Process.
Recommendation: Background: One application has been received and approved by the PAC for the
SecondStage Home Company program.
Hear an update regarding City Council approval. Review all currently received
SecondStage Home Company applications.
6. NEW BUSINESS
6.1 Election of Officers.
Recommendation: Background: Committee bylaws require an annual election of a Chairperson and Vice
Chairperson.
Nominate and elect a Chairperson and Vice Chairperson for 2018.
6.2 PAC Ad Hoc Committees.
Recommendation: Background: The PAC has several Ad Hoc Committees currently active.
Review the Committees, sunset the ones that are complete and update Committee
Members on active Committees.

6.3 Brown Act Overview by the City Attorney's Office.
Recommendation: Background: Leslie Jensen from the City Attorney’s office will present an overview of the
Brown Act for the PAC members.

6.4 PAC Member Photo.
Recommendation: Background: The PAC website should have a current photo of Committee members.
Take a group photo to update the PAC website.
