City of Mountain View Minutes Performing Arts Committee Wednesday, January 15, 2020 6:15 PM Atrium Conference Room 1. CALL TO ORDER Chair Donahue called the meeting to order at 6:18 p.m. 2. ROLL CALL Present 4- Committee Member Erin Brewster, Committee Member Alka Roy, Vice Chair Beth Wise, and Chair Carol Donahue Excused 1- Committee Member Hafsa Mirza 3. MINUTES APPROVAL 3.1 Approval of Minutes MOTION M/S Brewster/Wise - To: Approve the minutes of the November 20, 2019 meeting. The motion carried by the following vote: Yes: 4- Committee Member Brewster, Committee Member Roy, Vice Chair Wise, and Chair Donahue Excused: 1- Committee Member Mirza 4. ORAL COMMUNICATIONS FROM THE PUBLIC This item was considered out of agenda order. 5. UNFINISHED BUSINESS 5.1 SecondStage Fee Waiver Program The Committee requested Staff to follow up with "Ekaterina Bessmeltseva" with specific questions and concerns and report back at the February meeting; while strongly encouraging applicant attend the February meeting in person. No action was taken. The motion carried by the following vote: Yes: 4- Committee Member Brewster, Committee Member Roy, Vice Chair Wise, and Chair Donahue Excused: 1- Committee Member Mirza 5.3 Collaborating For Arts and Humanities Month October 2020 No action was taken. 5.4 Grant and Fundraising Opportunities This item was considered out of agenda order. No action was taken. 5.5 Art For Younger Children This item was considered out of agenda order. No action was taken. 6. NEW BUSINESS 6.1 Election of Officers This item was considered out of agenda order. MOTION M/S Brewster/Roy - To: Elect Carol Donahue as Chair and Beth Wise as Vice Chair of the Performing Arts Committee for calendar year 2020. MINUTES APPROVAL 3.1 Approval of Minutes Recommendation: The Performing Arts Committee (PAC) approve the minutes of the November 20, 2019 meeting. Attachments: 2019-11-20 PAC Minutes 4. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Committee on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Committee from acting on non-agenda items. 5. UNFINISHED BUSINESS 5.1 SecondStage Fee Waiver Program Recommendation: Background: At the December 11, 2013 PAC meeting, the PAC approved a SecondStage Fee Waiver Program. The PAC provided their first fee waiver under this program at the November 10, 2015 Review all currently received Fee Waiver Applications. Attachments: Ekaterina Bessmeltseva 5.2 One-Act Play Festival Subcommittee Report Recommendation: Background: The One-Act Play Subcommittee was fist formed in June 2013 and has had several successful years of productions. PAC will be working on plans for the 2020 Festival. Hear an update from the Subcommittee. City of Mountain View Page 1 Printed on 1/13/2020 Performing Arts Committee Agenda January 15, 2020 5.3 Collaborating For Arts and Humanities Month October 2020 Recommendation: Background: At the May 15, 2019 PAC meeting Chair Donahue suggested PAC explore ways to collaborate with other Boards, Commissions, or Committees in organizing or sponsoring events. Hear an update from Committee members and form a Subcommittee to discuss further in necessary. 5.4 Grant and Fundraising Opportunities Recommendation: Background: At the February 20, 2019 PAC meeting, Committee members requested exploring options for possible grant or fundraising opportunities the Committee could take part in. Hear an update from Committee members. Attachments: 2020-01-15 PAC Fundraising One-Sheet 5.5 Art For Younger Children Recommendation: Background: At the May 15, 2019 PAC meeting Committee member Roy requested to discuss ways to explore art and its language as used for younger audiences. Committee member Roy suggested collaborating with the Youth Advisory Committee if applicable. Hear an update from the Committee members and form a Subcommittee to discuss further in necessary. 6. NEW BUSINESS 6.1 Election of Officers Recommendation: Background: Committee bylaws require an annual election of a Chairperson and Vice Chairperson. Review the Committees, sunset the ones that are complete and update the Committee members on active Committees. Attachments: 2020 Ad Hoc Committees List 6.3 Brown Act Overview by the City Attorney's Office Recommendation: Background: Senior Deputy City Attorney, Diana Fazely, will present an overview of the Brown Act for the PAC members. No action is required. 7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS AND COMMITTEE REPORTS No action will be taken on questions raised by the Committee at this time. 7.1 PAC Revenue and Expense Spreadsheet Recommendation: Informational Item. ADJOURNMENT The next Performing Arts Committee meeting will be held on Wednesday, February 19, 2020, at 6:15 p.m. in the Atrium Conference Room, 500 Castro Street. Special meetings may be called as necessary by the Committee Chair and noticed at least 24 hours in advance of the meeting. Interested persons may review the agenda and staff reports at the Mountain View Center for the Performing Arts beginning the Friday before each regular meeting. Staff reports are also available during each meeting. Pursuant to the Americans with Disabilities Act (ADA), if you need special assistance in this meeting, please contact the Mountain View Center for the Performing Arts office at 650-903-6565. Notification of 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28 CFR 35.160 (b) (1)). The Committee may take action on any matter noticed herein in any manner deemed appropriate by the Committee. Their consideration of the matters noticed herein is not limited by the recommendations indicated herein. SPECIAL NOTICE: Any writings or documents provided to a majority of the Performing Arts Committee regarding any item on this agenda will be made available for public inspection in the Center for the Performing Arts office, located at 500 Castro Street, during normal business hours and at the meeting location noted on the agenda during the meeting. ADDRESSING THE COMMITTEE Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair. Anyone wishing to address the Committee on a nonagenda item may do so during the “Oral Communications” part of the agenda. Speakers are allowed to speak one time on any number of topics for up to three minutes.
