1. CALL TO ORDER
Chair Donahue called the meeting to order at 6:20 p.m.
2. ROLL CALL
Present 4- Committee Member Ryan Lewis, Committee Member Alka Roy, Vice Chair Erin
Brewster, and Chair Carol Donahue
3. MINUTES APPROVAL
3.1 Approval of Minutes
MOTION M/S Donahue/Brewster - To: to approve the minutes of the January 20, 2021
meeting.
The motion carried by the following vote:
Yes: 4- Committee Member Lewis, Committee Member Roy, Vice Chair Brewster, and
Chair Donahue
4. ORAL COMMUNICATIONS FROM THE PUBLIC
Resident, Bruce England, addressed PAC requesting more community street
performances, such as busking, a community piano, etc. He is currently working with
one of the City Council Members on this objective.
Chair Donahue suggested speaking with other Advisory bodies, Committees, and
Commissions as she felt it’s outside the PAC's purview.
5. UNFINISHED BUSINESS
5.1 Mountain View Film Festival 2021 Proposal
This item was considered out of agenda order.
No action was taken.
5.2 Art for Children
No action was taken.

6. NEW BUSINESS
6.1 City of Mountain View Strategic Planning and Visioning
Staff reviewed project list with PAC and did roll call votes for each item on the list. After a
final tally PAC requested staff submit all projects with a quorum vote and all projects with
two votes as the final list for City Council review.
6.2 Upstage Theater Annual Review
This item was considered out of agenda order.
No action was taken.
6.3 PAC Member Photo
PAC requested to move this item to a future agenda date.
No action was taken.

This meeting will be conducted in accordance with State of California Executive Order N-29-20,
dated March 17, 2020. All members of the Performing Arts Committee will participate in the
meeting by video conference, with no physical meeting location.
Members of the public wishing to comment on an item on the agenda may do so in the following
ways:
1. Email comments to PerformingArts@mountainview.gov by 5:00 p.m. on the meeting date.
Emails will be forwarded to the Performing Arts Committee. Please identify the Agenda Item
number in the subject line of your email. All emails received will be entered into the record for the
meeting.

3.1 Approval of Minutes
Recommendation: The Performing Arts Committee (PAC) approve the minutes of the
January 20, 2021 meeting.

4. ORAL COMMUNICATIONS FROM THE PUBLIC
This portion of the meeting is reserved for persons wishing to address the Committee on
any matter not on the agenda. Speakers are limited to three minutes. State law prohibits
the Committee from acting on non-agenda items.
5. UNFINISHED BUSINESS
5.1 Mountain View Film Festival 2021 Proposal
Recommendation: Background: At the September 16, 2020 meeting a Subcommittee was
formed to begin planning the feasibility of PAC hosting an online film
festival with the theme of “Race, Equity, Justice and Inclusion”.
Hear an update from the Subcommittee.
5.2 Art for Children
Recommendation: Background: At the May 15, 2019 meeting Committee member Roy
requested to discuss ways to explore arts and its language as used for
young audiences. On September 16, 2020 an Art for Children
Subcommittee was formed to plan events with this topic.

6. NEW BUSINESS
6.1 City of Mountain View Strategic Planning and Visioning
Recommendation: Background: The City Manager's Office is asking all advisory bodies to
review the potential project list for the new Mountain View Strategic
Roadmap and provide input on which projects are most important.
Review project list and select up to 16 projects to recommend as most
important.

6.2 Upstage Theater Annual Review
Recommendation: Background: As part of Upstage Theater's Home Company contract,
Staff will present a summary of performance use days, sales and
expenses, and open up for discussion for opportunities to improve
service and/or relations. Upstage Theater will provide a report on their
outreach activities and discuss their past theatrical season.

Recommendation: Background: The PAC website should have a current photo of
Committee members.
Take a group photo to update the PAC website.

NOTICE TO THE PUBLIC:
The specific location of each meeting is noted on the notice and agenda for each meeting which is posted at least 72
hours in advance of the meeting. Special meetings may be called as necessary by the Committee Chair and noticed at
least 24 hours in advance of the meeting.

Interested persons may review the agenda and staff reports at the Mountain View Center for the Performing Arts beginning
the Friday before each regular meeting. Staff reports are also available during each meeting.

Mountain View Center for the Performing Arts office at 650-903-6565. Notification of 48 hours prior to the meeting will
enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28 CFR 35.160 (b) (1)).
The Committee may take action on any matter noticed herein in any manner deemed appropriate by the Committee. Their
consideration of the matters noticed herein is not limited by the recommendations indicated herein.
SPECIAL NOTICE: Any writings or documents provided to a majority of the Performing Arts Committee regarding any item
on this agenda will be made available for public inspection in the Center for the Performing Arts office, located at 500
Castro Street, during normal business hours and at the meeting location noted on the agenda during the meeting.
ADDRESSING THE COMMITTEE
Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair.
Anyone wishing to address the Committee on a nonagenda item may do so during the “Oral Communications” part of the
agenda. Speakers are allowed to speak one time on any number of topics for up to three minutes.
Anyone requiring interpretation services will be afforded twice the allotted speaking time allowed for each specific item.
