City of Mountain View Minutes - Final Performing Arts Committee Thursday, October 3, 2024 2:30 PM Atrium Conference Room and Video Conference, 500 Castro St., Mountain View, CA 94041 SPECIAL MEETING This meeting was being conducted with a virtual component. 1. CALL TO ORDER Chair McAlister called the meeting to order at 2:31 p.m. 2. ROLL CALL Present 4 - Committee Member Carol Donahue, Committee Member Yao Yao, Vice Chair David Garcia, and Chair John McAlister 3. MINUTES APPROVAL 3.1 Minutes Approval M/S Donahue/Garcia - To approve the August 21, 2024 minutes. Yes: 4 - Committee Member Donahue, Committee Member Yao, Vice Chair Garcia, and Chair McAlister 4. ORAL COMMUNICATIONS FROM THE PUBLIC - None 5. NEW BUSINESS City of Mountain View Page 1 Performing Arts Committee Minutes - Final October 3, 2024 5.1 Revisions to the Mountain View Center for the Performing Art's Home Company Program Performing Arts Manager Theresa Yvonne presented the recommended revisions put forth by the Ad hoc Committee for the Home Company Program, and answered relevant questions from the Committee. The following members of the public spoke from the floor and/or virtually: - Connor Day - Giovanna Sardelli - William Adler - Carla Befera - Aaron Nicholson - Dan Kelly - Vivek Sharma MOTION - M/S Garcia/Donahue - To accept the Home Company revision recommendations: (1) update the title of the program from Home Company to Resident Company; (2) limit Home Companies to rent the MainStage to three productions a season; (3) and a maximum number of consecutive weeks to four; (4) adjust the number of consecutive weeks reserve based on 65% of capacity sold the previous season; and (5) Community Services Department staff will monitor all future modifications of the Home Company program with guidance from the Performing Arts Committee and incorporate any modifications during the renewal process to the Home Company agreements. Directed staff to add a purpose statement, and for Staff to report back with the modifications on October 16, 2024. The motion carried by the following vote: Yes: 4 - Committee Member Donahue, Committee Member Yao, Vice Chair Garcia, and Chair McAlister 6. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS AND COMMITTEE REPORTS Performing Arts Manager Theresa Yvonne provided the following updates: - New Performing Arts staff member - New projector installed in the MainStage - CIP progress 7. State law prohibits the Committee from acting on non-agenda items. 5. NEW BUSINESS 5.1 Revisions to the Mountain View Center for the Performing Art's Home Company Program Recommendation: Performing Arts Manager Theresa Yvonne presents the recommended revisions put forth by the Ad hoc committee for the Home Company Program. ADJOURNMENT The next Performing Arts Committee meeting will be held on October 16th, 2024, 6:15 p.m. in the Atrium Conference Room, 500 Castro Street. Consideration of the matters noticed herein is not limited by the recommendations indicated herein. Notification of 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28 CFR 35.160 (b) (1)). ADDRESSING THE COMMITTEE Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair. Anyone wishing to address the Committee on an item not on the agenda may do so during the “Oral Communications” part of the agenda. Speakers are allowed to speak once on any number of topics for up to three minutes. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from the Committee by majority vote. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
