1. CALL TO ORDER
The meeting was called to order at 7:00 p.m.

3.1 Approve the minutes for October 22, 2018 RHC Meeting
MOTION: M/S - Ramos/ Honey - To approve the minutes for October 22, 2018 RHC
meeting.

MOTION: M/S - Ramos/ Grunewald - (also accepting a friendly amendment by Honey
allowing the RHC to request alternate legal service providers as needed)To approve a
contract with Goldfarb & Lipman to provide legal services to assist the RHC with ongoing
implementation and administration of the CSFRA and to authorize the Program Manager
or other designee to execute an agreement with Goldfarb & Lipman for six months of
services until the end of FY2018-19.

9.2 RFP Process Administrative and Hearing Services

MOTION 1: M/S - Honey/ None - To postpone the selection of an administrative and
hearing services provider in order extend the application period for the Request for
Proposals process.
The Motion was withdrawn by Committee Member Honey
MOTION 2: M/S - Grunewald/ Ramos - To approve to contract with Project Sentinel to
provide administrative and hearing process services to assist the RHC with administration
of the CSFRA and to authorize the Program Manager or other designee to execute an
agreement with Project Sentinel for six months of services until the end of FY2018-19,
with total compensation not to exceed One Hundred and Ninety Seven Thousand and
Five Hundred Dollars ($197,500).

9.4 Study Session Regarding Potential Revisions to Regulations
Karen Tiedemann, Special Counsel, Goldfarb and Lipman, presented an oral report and
responded to questions.

The RHC provided direction to staff regarding potential updates of the regulations to allow
staff to draft regulation revisions to be reviewed at a future meeting.
