CALL TO ORDER The meeting was called to order at 7:00 p.m. 2. ROLL CALL Present 5- Chair Evan Ortiz, Chair Matthew Grunewald, Committee Member Vanessa Honey, Committee Member Julian Pardo de Zela, and Vice Chair Emily Ramos 3. MINUTES APPROVAL 3.1 Approve the minutes for October 22, 2018 RHC Meeting MOTION: M/S - Ramos/ Honey - To approve the minutes for October 22, 2018 RHC meeting. Yes: 5- Chair Ortiz, Chair Grunewald, Committee Member Honey, Committee Member Pardo de Zela, and Vice Chair Ramos 4. CONSENT CALENDAR - None 5. ORAL COMMUNICATIONS FROM THE PUBLIC No public comments were received. 6. APPEAL HEARINGS - None 7. PUBLIC HEARINGS - None 8. UNFINISHED BUSINESS - None 9. NEW BUSINESS 9.1 RFP Process Legal Services City of Mountain View Page 1 Rental Housing Committee Minutes November 26, 2018 Associate Planner Van Deursen presented an oral report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Curtis Conroy Steven Goldstein Job Lopez MOTION: M/S - Ramos/ Grunewald - (also accepting a friendly amendment by Honey allowing the RHC to request alternate legal service providers as needed)To approve a contract with Goldfarb & Lipman to provide legal services to assist the RHC with ongoing implementation and administration of the CSFRA and to authorize the Program Manager or other designee to execute an agreement with Goldfarb & Lipman for six months of services until the end of FY2018-19. Yes: 5- Chair Ortiz, Chair Grunewald, Committee Member Honey, Committee Member Pardo de Zela, and Vice Chair Ramos 9.2 RFP Process Administrative and Hearing Services Associate Planner Van Deursen presented an oral report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Curtis Conroy Steven Goldstein Edie Keating MOTION 1: M/S - Honey/ None - To postpone the selection of an administrative and hearing services provider in order extend the application period for the Request for Proposals process. The Motion was withdrawn by Committee Member Honey MOTION 2: M/S - Grunewald/ Ramos - To approve to contract with Project Sentinel to provide administrative and hearing process services to assist the RHC with administration of the CSFRA and to authorize the Program Manager or other designee to execute an agreement with Project Sentinel for six months of services until the end of FY2018-19, with total compensation not to exceed One Hundred and Ninety Seven Thousand and Five Hundred Dollars ($197,500). Yes: 3- Chair Ortiz, Chair Grunewald, and Vice Chair Ramos No: 2- Committee Member Honey, and Committee Member Pardo de Zela 9.3 Hearing Process and Vega Adjustment Regulation Amendments City of Mountain View Page 2 Rental Housing Committee Minutes November 26, 2018 Justin Bigelow, Special Counsel, Goldfarb and Lipman, presented an oral report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Curtis Conroy Steven Goldstein Edie Keating MOTION: M/S - Ramos/ Grunewald - To approve the draft resolution adopting revisions to regulations Chapter 4, Chapter 5 and Chapter 6. Yes: 4- Chair Ortiz, Chair Grunewald, Committee Member Honey, and Vice Chair Ramos No: 1- Committee Member Pardo de Zela 9.4 Study Session Regarding Potential Revisions to Regulations Karen Tiedemann, Special Counsel, Goldfarb and Lipman, presented an oral report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Kristina Pereyra Curtis Conroy Steven Goldstein Edie Keating The RHC provided direction to staff regarding potential updates of the regulations to allow staff to draft regulation revisions to be reviewed at a future meeting. 9.5 CSFRA Monthly Status Report October 2018 Administrative Analyst Black presented an oral report and responded to questions. ADJOURNMENT - At 10:19 p.m., Chair Ortiz adjourned the meeting to the next RHC Committee Meeting to be held on Monday, December 10, 2018 at 7:00 p.m. in the Council Chambers, 500 Castro Street.
