City of Mountain View Minutes Rental Housing Committee Monday, May 13, 2019 7:00 PM Council Chambers - 500 Castro St 1. CALL TO ORDER The meeting was called to order at 7:00 p.m. 2. ROLL CALL Present 5- Committee Member Vanessa Honey, Committee Member Julian Pardo de Zela, Vice Chair Emily Ramos, Chair Matthew Grunewald, and Alternate Nicole Haines-Livesay Absent 1- Committee Member Susyn Almond 3. MINUTES APPROVAL 3.1 Approve the minutes for March 25, 2019 and the April 15, 2019 RHC Meetings MOTION: M/S - Honey/ Haines-Livesy - To approve the minutes for the March 25, 2019 and April 15, 2019 RHC meeting. Yes: 5- Committee Member Honey, Committee Member Pardo de Zela, Vice Chair Ramos, Chair Grunewald, and Alternate Haines Absent: 1- Committee Member Almond 4. CONSENT CALENDAR - None 5. ORAL COMMUNICATIONS FROM THE PUBLIC 6. APPEAL HEARINGS - None 7. PUBLIC HEARINGS - None 8. NEW BUSINESS 8.1 Quarterly Financial Expenditures FY 2018-19 through March 31, 2019 City of Mountain View Page 1 Rental Housing Committee Minutes May 13, 2019 Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments were received. The RHC heard a presentation on the Quarterly Financial Report of FY 2018-19 through March 31, 2019. 8.2 Rental Housing Committee Fiscal Year 2019-20 Proposed Budget Program Manager van Deursen and Finance and Administrative Services Director Takahashi presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Fred Kiani Edie Keating The RHC reviewed and provided feedback on the Fiscal Year 2019-20 Proposed Budget for the administration of the CSFRA. 8.3 CSFRA Annual General Adjustment of Rent 2019 Analyst Black presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments were received. MOTION: M/S - Ramos/Pardo de Zela - To adopt a Resolution announcing an Annual General Adjustment of rent for 2019 of 3.5 percent. Yes: 5- Committee Member Honey, Committee Member Pardo de Zela, Vice Chair Ramos, Chair Grunewald, and Alternate Haines Absent: 1- Committee Member Almond 8.4 Draft FAQ Regarding New and Additional Occupants Justin Bigelow, Special Counsel, Goldfarb and Lipman and Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Fred Kiani Emily Hislop Edie Keating Emily Hislop The RHC decided to postpone publishing of the Frequently Asked Questions (FAQ) document until further discussion by RHC. The RHC directed staff draft limited scope regulations regarding new and additional occupants under the CSFRA. 9. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE City of Mountain View Page 2 Rental Housing Committee Minutes May 13, 2019 9.1 Committee Member Ramos gave an update on the Annual Mountain View Spring Parade. 10. ADJOURNMENT- At 8:57 p.m., Chair Grunewald adjourned the meeting to the next RHC meeting to be held on Monday June 3, 2019 at 7:00 p.m. in the City Council Chambers, 500 Castro Street. Attachments: Staff Report ATT 1 - CSFRA/RHC Statement of Revenues, Expenditures, and Balances ATT 2 - CSFRA/RHC Fiscal Year 2018-19 Proposed Budget 8.3 CSFRA Annual General Adjustment of Rent 2019 Recommendation: To review and adopt a Resolution announcing an Annual General Adjustment of rent for 2019 of 3.5 percent.
