1. CALL TO ORDER
The meeting was called to order at 7:01 p.m.
2. ROLL CALL
Present 5- Committee Member Vanessa Honey, Committee Member Julian Pardo de Zela,
Vice Chair Emily Ramos, Chair Matthew Grunewald, and Alternate Nicole

3. MINUTES APPROVAL
3.1 Approve the minutes for June 3, 2019 RHC Meeting
MOTION: M/S - Haines-Livesay/ Ramos - To approved the minutes for the June 3, 2019
RHC Meeting.
Yes: 4- Committee Member Pardo de Zela, Vice Chair Ramos, Chair Grunewald, and
Alternate Haines
Absent: 1- Committee Member Almond
Abstain: 1- Committee Member Honey
4. CONSENT CALENDAR - None
5. ORAL COMMUNICATIONS FROM THE PUBLIC
Joan MacDonald suggested the RHC ask the Council subcommittee to hold stakeholder
meetings when considering changes to the CSFRA.

6.1 Second Appeal of Decision on Remand Re: Petition 18190025

Karen Tiedemann, Special Counsel, Goldfarb presented a report and responded to questions.

MOTION: M/S - Honey/ Ramos - To adopt the second Tentative Appeal Decision which
denies the request for the RHC to accept new evidence and affirms the valuation for the
reduction in housing services identified in the initial hearing officer decision.

8. NEW BUSINESS
8.1 City Council Study Session Soft Story Retrofit
Analyst Black presented a report and responded to questions.

The RHC received an update on the City Council’s recent discussion regarding the
implementation of a soft story retrofit program.
8.2 Exploration of CSFRA amendments
Program Manager van Deursen presented a report and responded to questions.
SPEAKING FROM THE FLOOR WITH COMMENTS:
No public comments were received.
The RHC received an update on the City Council’s exploration of CSFRA modifications
and directed staff to:
1) Express to the City Council subcommittee, once established, interest in providing
input regarding any council sponsored initiative
2) To organize a study session to receive an overview of the changes proposed by the
Initiative and to discuss and prepare any recommended amendments of the RHC.
8.3 Update on CSFRA Database Management System

Analyst Kennedy presented a report and responded to questions.

The RHC received an overview regarding the development and implementation of a
Database Management System to assist in the administration of the Community
Stabilization and Fair Rent Act.
8.4 Quarterly Review of Consumer Price Indices for Fair Return Calculations of
Petitions for Upward Adjustment
Analyst Black presented a report and responded to questions.

The RHC received an informational quarterly review of the Consumer Price Indices for Fair
Return Calculations of Petitions for Upward Adjustment of Rent.
9. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
Emily Ramos announced that she attended the Tenant's Rights workshop on June 20, 2019.
The RHC decided to send a letter of thanks to the City Attorney, Jannie Quinn, prior to her
retirement.
10. ADJOURNMENT - At 8:47 p.m., Chair Grunewald adjourned the meeting to the next
RHC meeting to be held on Monday, August 26, 2019 at 7:00 p.m. in the Council
Chambers,
