City of Mountain View Minutes Rental Housing Committee Monday, April 19, 2021 7:00 PM Video Conference with No Physical Meeting Location 1. CALL TO ORDER 2. ROLL CALL Present 6- Committee Member Julian Pardo de Zela, Vice Chair Emily Ramos, Committee Member Guadalupe Rosas, Chair Nicole Haines-Livesay, Committee Member Susyn Almond, and Alternate Matthew Grunewald 3. PRESENTATION Deputy City Clerk Wong performed the ceremonial Oath of Office for newly appointed RHC members. 4. MINUTES APPROVAL MOTION: M/S - Almond / Rosas - To approve the minutes for the March 22, 2021 RHC meeting. Yes: 5- Committee Member Pardo de Zela, Vice Chair Ramos, Committee Member Rosas, Chair Haines-Livesay, and Committee Member Almond 5. CONSENT CALENDAR - None 6. ORAL COMMUNICATIONS FROM THE PUBLIC Edie Keating congratulated the new and continuing members of the RHC. Alex Brown congratulated the new RHC members and noted that he believes Committee Member Rosas will do a great job. Bee Hanson stated that she is proud of new member Rosas and know she will do a good job. 7. APPEAL HEARINGS - None 8. PUBLIC HEARINGS - None 9. NEW BUSINESS 9.1 Quarterly Financial Expenditures FY 2020-21 through March 31, 2021 City of Mountain View Page 1 Rental Housing Committee Minutes April 19, 2021 Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments were received. The RHC reviewed the Quarterly Financial Expenditures for Fiscal Year 2020-21 through March 31, 2021 and provided feedback. 9.2 Bi-Annual Review of Consumer Price Indices for Fair Return Calculations of Petitions for Upward Adjustment Analyst Black presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Edie Keating Alex Brown The RHC received an informational review of the Consumer Price Indices for Fair Return Calculations of Petitions for Upward Adjustment of Rent and provided feedback. 9.3 Eviction Prevention and Defense Program Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Jeff Zell Alex Brown Rohin Ghosh MOTION: M/S - Nicole / Almond - (with a friendly amendment by Chair Ramos to increase the AMI limit to 120%) To contract for legal eviction services, with a maximum of $45,000 for Fiscal Year 2021-2022, for tenants facing eviction due to COVID-19 non-payments of rent with an income limit of 120% AMI and to a formalized multi-pronged Eviction Prevention and Defense Program. Yes: 4- Vice Chair Ramos, Committee Member Rosas, Chair Haines-Livesay, and Committee Member Almond No: 1- Committee Member Pardo de Zela 9.4 Update on Invoicing for CSFRA Annual Rental Housing Fees and CSFRA Database Registration Progress Analyst Kennedy presented a report and responded to questions. City of Mountain View Page 2 Rental Housing Committee Minutes April 19, 2021 9.5 Election of a Chairperson and a Vice-Chairperson To nominate and elect one member of the Rental Housing Committee to serve as Chairperson and one member as Vice-Chairperson for an annual term from May, 2021 until end of April, 2022. Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Ellie Greene Alex Brown MOTION: M/S - Ramos / Pardo de Zela - To elect Vice-Chair Almond to serve as Chairperson and Committee Member Haines-Livesay as Vice-Chairperson for an annual term from May 2021 until end of April 2022. Yes: 5- Committee Member Pardo de Zela, Vice Chair Ramos, Committee Member Rosas, Chair Haines-Livesay, and Committee Member Almond 10. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE 10.1 Monthly Status Report March 2021 Analyst Black presented the monthly status reports for March 2021. 10.2 Update on City’s COVID-19 landlord/tenant programs Analyst Kennedy and Analyst Black presented an update on the City's landlord and tenant COVID19 programs. 10.3 Upcoming Monthly Workshops and Office Hours Analyst Black presented the upcoming workshop, clinic and office hours. 11. ADJOURNMENT - At 10:04 p.m., Chair Ramos adjourned the meeting to the next RHC meeting to be held on Monday May 17, 2021 at 7:00 p.m. via video conference. City of Mountain View Page 3

All members of the Rental Housing Committee will participate in the meeting by video conference, with no physical meeting location.
