City of Mountain View Minutes Rental Housing Committee Monday, February 14, 2022 7:00 PM Video Conference with No Physical Meeting Location SPECIAL MEETING 1. CALL TO ORDER The meeting was called to order at 7:00 P.M. 2. ROLL CALL Present 4- Vice Chair Emily Ramos, Committee Member Guadalupe Rosas, Chair Nicole Haines-Livesay, and Committee Member Susyn Almond Absent 2- Committee Member Julian Pardo de Zela, and Alternate Matthew Grunewald 3. CONSENT CALENDAR SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments received. MOTION: M/S - Ramos/Haines-LIvesay - To approve the Consent Calendar. Yes: 4- Vice Chair Ramos, Committee Member Rosas, Chair Haines-Livesay, and Committee Member Almond Absent: 2- Committee Member Pardo de Zela, and Alternate Grunewald 3.1 Resolution Making Findings Authorizing Continued Remote Teleconference Meetings of the Rental Housing Committee Pursuant to Brown Act Provisions, as amended by Assembly Bill No. 361 To adopt the Resolution making findings authorizing continued remote teleconference meetings of the Rental Housing Committee pursuant to Brown Act provisions as amended by Assembly Bill No. 361. 4. ORAL COMMUNICATIONS FROM THE PUBLIC City of Mountain View Page 1 Rental Housing Committee Minutes February 14, 2022 Kristine informed the RHC that 555 W. Middlefield Road is in the process of removing asbestos from the property in a way that may be unsafe for tenants. Diane asked if the City could provide shelter of food for tenants at 555 W. Middlefield Road during the asbestos cleaning. Sayo Nomura informed the RHC that her friend was staying in her car to avoid the asbestos at 555 W. Middlefield Road. Kristine informed the RHC that asbestos removal will begin at 8 A.M. Wednesday, February 16th for building M. 5. APPEAL HEARINGS - None 6. PUBLIC HEARINGS - None 7. NEW BUSINESS - None 8. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE Committee Member Ramos addressed public comment with questions regarding the tenants ability to file a Downward Adjustment of Rent for habitability claims. Committee Member Rosas suggested the City send CSA emergency housing and funding flyers to tenants affected by the asbestos at 555 W. Middlefield Road. Vice-Chair Haines-Livesay commented that the property at 555 W. Middlefield Road should be following the state and local asbestos protocols and wondered if the county could provide emergency housing. 9. ADJOURNMENT - At 7:28 p.m., Chair Almond adjourned the meeting to the next RHC meeting to be held on Monday, February 28, 2022 at 7:00 p.m. via video conference. City of Mountain View Page 2

Attachments: Staff Report ATT 1 - Resolution Regarding Virtual Meetings 4. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Committee on any matter not on the agenda.
