B) INVOCATION: Mayor Michael Coker led the invocation. C) PLEDGE OF ALLEGIANCE: Mayor Michael Coker led the Pledge of Allegiance. D) ROLL CALL: Present: Councilmember Tim Sullivan (District 1), Mayor Michael Coker (District 2), Councilmember Kyle Shields (District 3), Mayor Pro Tempore Michael Rudnick (District 4). Absent: Councilmember Doug Ingram (District 5). E) MAYOR’S OPENING COMMENTS: Mayor Michael Coker invited those in attendance to retrieve a copy of the night’s meeting agenda and reminded those wanting to speak to provide their name and address on the sign-in sheet. Additionally, he shared that City Hall will be moving and that this would be the last meeting in the current space. F) COUNCIL’S OPENING COMMENTS: No comments. G) INTERIM CITY MANAGER’S OPENING COMMENTS: Interim City Manager Jamieson Palmer thanked staff for helping with the move. H) CONSIDERATION OF MEETING AGENDA: Mayor Michael Coker provided context. Mayor Michael Coker made a motion to amend the agenda to remove the Public Hearing for items Na and Nb. Councilmember Tim Sullivan seconded the motion. The motion passed 4-0. Mayor Michael Coker made a motion to adopt the agenda as amended. Mayor Pro Tempore Michael Rudnick seconded the motion. The motion passed 4-0. I) CONSIDERATION OF SEPTEMBER 25, 2025 MINUTES: Mayor Michael Coker made a motion to adopt the minutes as presented. Councilmember Kyle Shields seconded the motion. The motion passed 4-0. J) CONSIDERATION OF SEPTEMBER 30, 2025 SPECIAL CALLED MINUTES: Mayor Michael Coker made a motion to table the consideration of the September 30, 2025 Special Called Meeting Minutes to October 16, 2025 Mayor and Council Meeting. Mayor Pro Tempore Mayor Rudnick seconded the motion. The motion passed 4-0. L) THIRD READ a) The Third Read of the City of Mulberry Fiscal Year 2026 Budget from October 1, 2025 to September 30, 2026. Public Hearing. Ms. Kate Kudrenko presented the City of Mulberry Fiscal Year 2026 Budget. Mayor Pro Tempore Mayor Rudnick appreciated the money set aside in reserve. Mayor Michael Coker opened the Public Hearing for those in favor of the proposed budget. None came forward to speak in favor of the proposed budget. M) ACTION ITEMS (PART 1) a) Consideration of Resolution # 2025-10-49: Adoption of Fiscal Year 2026 Budget. Mayor Michael Rudnick made a motion to adopt the Fiscal Year 2026 Budget as presented. Councilmember Tim Sullivan seconded the motion. The motion passed 4-0. b) Consideration of City Manager Contract. Interim City Manager Jamieson Palmer presented. Mayor Michael Coker made a motion to adopt the City Manager Contract as presented. Mayor Pro Tempore Michael Rudnick seconded the motion. The motion passed 4-0. c) Consideration of Lease for Mulberry Marshal Office Space. City Manager Jamieson Palmer presented. Mayor Pro Tempore Michael Rudnick motion to adopt the Lease for Mulberry Marshal Office Space as presented. Councilmember Kyle Shields seconded the motion. The motion passed 4-0. N) ACTION ITEMS (PART 2) PUBLIC HEARING CASES a) Consideration of Case No. CIC-2025.07.1369: The First Read of the application of Steven Landers; and Owners: Juan and Pilar Quintero, request approval of a change in conditions to amend the buffer requirements from 50ft to 20ft at 2100 Gravel Springs Rd. Located at 2100 Gravel Springs Road Mulberry, Georgia 30519 in District 3. Ms. Sarah McQuade presented history of the case as well as staff and Planning Commission recommendations and recommended conditions. The applicant, Mr. Steve Landers, presented the history of the property. b) Consideration of Case No. RZR-2025.07.1366: The First Read of the application of Tyler Lasser; and Owner: Hudson Land Holdings LLC c/o Casey Wood, request the rezoning of 3209 Thompson Mill Rd from RA-200 to R-100. Located at 3209 Thompson Mill Road Mulberry, Georgia 30519 in District 1. The applicant, Mr. Tyler Lasser, presented the history of the property. c) Consideration of Case No. TSP-2025.07.1304 & VAR-2025.07.1305: The First Read of the application of Prime Tower Development, LLC c/o John Behnke; and Owner: Antioch Baptist Church, request a tall structure permit and concurrent variance to reduce setback and separations requirements for a telecommunication tower at 3878 Braselton Hwy the rezoning of 3209 Thompson Mill Rd from RA- 200 to R-100. Located at 3878 Braselton Highway Mulberry, Georgia 30519 in District 1. Public Hearing. Ms. Sarah McQuade presented the history of the case as well as staff and Planning Commission recommendations. Mayor Michael Coker opened the Public Hearing for those in favor of TSP-2025.07.1304 and VAR-2025.07.1305. Mrs. Melody Glouton, Andersen, Tate, & Carr, P.C., presented an overview of the case. Mr. John Behnke, Prime Tower Development, LLC., answered technical questions from the Council. Mayor Michael Coker closed the Public Hearing for those in favor of TSP-2025.07.1304 and VAR- 2025.07.1305. Mayor Michael Coker opened the Public Hearing for those in opposition of TSP-2025.07.1304 and VAR-2025.07.1305. Mrs. Ruthann Savage and Mr. Mark Beavers spoke in opposition voicing concerns over aesthetics. Mayor Michael Coker closed the Public Hearing for those in opposition of TSP- 2025.07.1304 and VAR-2025.07.1305. Mrs. Melody Glouton provided additional context. O) EXECUTIVE SESSION Mayor Michael Coker made a motion to remove the Executive Session from the agenda. Councilmember Tim Sullivan seconded the motion. The motion passed 4-0. P) ACTION ITEMS (PART 2) a) Actions that may be required from Executive Session (If applicable) Q) ADJOURNMENT: Mayor Michael Coker made a motion to adjourn the meeting.
